A regular- meeting of the Friendswood 'City Council was held January 3,
1966; 7: 30 P.M. at the City Hall.
Present were Mayor Harry D. Wagner; Councilmen Marvin Childers, Harry
M. Hatcher, Arden Hill, Jr. and Ralph L. Lowe; City Secretary Artha
Wright.
Also present were Susan Bridges, Marie Allman, Eldon Schrum, Ronald
Christopher, William C. Walsh, Louis Mickler, Lou Wortham, Frances
Hicks, Clay Hicks, Fred Krch, Rita Hatcher, Elmo Brundrett, Elea
Matheny, Wesley Unruh and Glenn Martisek.

Communications from the Mayor:
City Utility Department employee, Glenn Martisek - request
Council ac ion for deferment of Military service. There was s-
cussion by the Council,, Mr_."_Unr_:5Fi and Mr. Martisek concerning their
pro' s and eon' s of the need of requesting a deferment for Mr. Martisek.
Councilman Hill made a motion, seconded by Councilman Hatcher,
that the City Council send a letter to the Selective Service Board
of Sinton, Texas requesting that Mr . Glenn Dale Martisek be given
two (2 ) sixty day deferments; that his job is critical to the welfare of
the community. Motion carried by the following vote : For: 3:
Councilmen Hatcher, Hill and Lowe. Against : l : Councilman Childers .
Mayor Wagner entered the record against request of a deferment.
Reports of Standing Committees :
Right-of-Way - Merriewood Drive. Councilman Childers reported that
all Merriewood Dr ve property owners will be notified by letter this
week of a joint meeting of the City Council, Planning Commission and
Merriewood Drive property owners to discuss the need of right-of-way
to widen the present 40' road, City Engineer says that the general
rule of thumb on right-of-way needs is 100' road every mile and 80'
road every half mile .
Drainagt- - Streets . Councilman Lowe stated that the drainage on
S ady'_Took, orriingsi e down to Spreading Oaks needs attention. A
study is needed of sizes and depths for tile.
Street lights . Councilman Hill requested that Community Public
Service, Mr. Charles Mills, be called concerning the delay in the
street lights approved by Council for FM 518.
Reports of Special Committees:
Councilman Hatcher says that the Personnel Policy committee will
start next week. Members : Harry K. Jones, Marie Allman, Fred Krch,
Elda Matheny.

Unfinished Business:
W.C. & I.D. #21. After discussion of Water District #21 and its
forthcoming bond e ection, Council agreed that the motion to pursue
riecessary legal action with Jack Harrison, Attorney, and City of
Pearland be exercised; that a meeting of Pearland and Friendswood
CaUncils be held from 7 :00 to 8:00 P.M. Wednesday, January 5, 1965
in executive session; that William C. Walsh, Engineer and Louis Pauls,
Fiscal Agent be invited; that W.C. & I.D. # 21 be asked to Join the
meeting at 8:15 P.M.
Ordinances and Resolutions.
Resolution accepting amended 1966 Budget passed and approved by
motion of Councilman Lowe,, seconded y Councilman Hill; motion carried
by unanimous vote .
Resolution settin forth that monies collected for 1966 taxes by
THE City of F ndswood be deposited in a Tax Clearing Account; hat
this account be divided at the close of each month as follows :
58% - General Fund; 42% - to Interest and Sinking Fund. Passed and
approved by motion of Councilman Hill, seconded by Councilman Hatccer;
motion passed by unanimous vote.
Warrant approval:
Warrants #662 through 668; and #2226 through #2236 approved by motion
f of Councilman Hill, seconded by Councilman Childers . Motion unanimous .
f Car Repair:
Councilman Hatcher made a motion, seconded by Councilman Lowe,
that the 1963 Plymouth be repaired and repainted; that the bid from
Bud Brown Ford, Ltd. be accepted. Motion carried by unanimous vote.
The bids for refinishing the car are as follows :
