M. at City Hall. Present were Mayor Wagner, Councilmen Ralph Lowe, Wm. Davidson, Harry Hatcher, Arden Hill and Marvin Childers; City Secretary, Artha Al o present were the following: Armond F. Mayor Wagner said that he had been critized for auth- orizing the Explorer Scouts to use City Hall, October 29, 1965 for a :dance. Councilman Davidson read the following comments and resolutions: I' � and 1. Recommendation to resolve to prevent future conflict on City Hall use. 1. In the .future submit all requests for utilization of facilities for school associated or related social functions to the School Board (auditorium, gymnasium, cafeteria). Make this an item for next month's School Board meeting. 2. I would like to present the following resolution for City Council approval: mouse of City Ball facilities' assuming out- side requests do not conflict with normal City and Volunteer Fire Department business, the City Hall facilities may be utilized on a no charge, first come, first served basis providing all such requests are for the general betterment of the facilities and/or people of Friendswood area. All ,requests ,,for City Hall dis- plays and social events must be :approved by Council by normal submission of the requests for�,incorporation into the regular Council meeting agenda. After further discussion Councilman Childers made a motion, seconded by Councilman Davids-on, that the City Council from a list of recognizes. sponsored groups and/or organizations that will be permitted to use the City Hall facilities when they do not conflict with normal City business. Motion tarried by unanimous vote. -- Councilman Childers made a motion, seconded by Councilman Lowe, that in the absence of the established list, and until it is forthcomir}g, the request of Wiley W. Murrell, Scout Adviser, for the Explorer Scouts for use of City Hall facilities on Saturday evening, November 3, 1965 be,granted. Motion carried by unanimous vote. All groiAps interested in using City Hall facilities are asked to sub- mit a letter to City Council stating their group's purpose, and the adult (s) responsible for that group, Pollution Hearings: Mayor Wagner reported on his attendance at Senator Culp Krueger s senate"committee hearing and at the Water Pollution Control Board hearing. He brought out several points; the state will tighten controls on pollution; septic tanks will be illegal within three years; all boats will be required to have sanitary disposal facilities; th~-re will probably be a cost contribution program to. create a central sewage system. This will probably require a bond issue in the near future; at present, Friendswood is not polluted and is about to meet requirements with some minor additions and changes; industry will be forced to put in at least miniumu sewage treatment equipment; there is a non-profit corporation for study and control of pollution being formed that will be composed of Health Department, officials and politicians. Royal Court Sewer.Line Bids: Councilman Hill made a motion, seconded byby CouridMian Davidson; hat.Engineer, William C. Walsh's recommenda- tion that previous bids on Royal Court Sewer Lines be rejected; that the bid invitation be readvertised'for opening on November 29, 1965. Motion carried by unanimous vote, Copy of letter -- Regarding Royal Court Sanitary Sewer Line October 26, 1965 Gentlemen: The captioned project, although a top priority project of the City of Friendswood, apparently due to its sire and the large amount of work available at this time, received only two qualified bids. These bids were 50% in excess of the estimated construction cost of the project. Two bids on work of this nature is not sufficient to present a.true cross-section of the work in question, In the best interest of the City of Friendswood, it is our recommenda- tion, to reject all bids at this time, With the hopes of obtaining more bidders we suggest re-advertizing in approximately two. Weeks and receiving bids on or about the 29th of November. If this time schedule is acceptable please notify us, At the request of the Council at their work shop meeting Monday, October 25, 1965, we make the following recommendations in regards to the existing Royal Court Sanitary Sewer Line as interim preventative .maintenance t,o prevent a reoccurance of the accident involving the before mentioned sewer line. 1, Replace the manhole cover on the manhole in question. 2. Flush the Royal Court sewer line from a fire hydrant at least once a week or more if the necessity arises, because of the trap created by no manhole inverts and reverse grade on gravity sewer line. 3. Check.Xmperial Estates #2 Lift Station regularly once a day to insure automatic operation or at least once a day manual operation; More frequent visits may be necessary to prevent overflow of Lift Stati on.'..into creek, Items 2 and 3 are necessary to prohibit sewage from becoming septic which in turn produces sewer gas, the cause of the explosion. These itemi6 are only of a temporary nature until ;;ch time that the proposed Royal Court Sanitary Sewer Line is constructed and the Im- per.ial Estates #2 Lift Station is renovated. Councilman Davidson made a motion, seconded by Councilman Childers that the City immediately purchase Davis Gas Detector .. Motion carried by unanimous vote. The following letters from Imperial Development Co. were read; October 27, 1965 Dear Sirs: In order that Imperial Gardens subdivision might be approved for F.,H.A.. Loans they are requesting an all-weather road to serve it. In order that this request might be met Imperial Development Company along with a couple of associates would like permission from the city of Friendswood to put a rock asphalt topping in from state highway 518.to the subdivision, this being on Castlewood Avene. We would surface this road 1.8 feet wide. Since the base on this road would need some materials and w;nrk done I thought perhaps the city would be desirous of doing some work prior to this topping. Should you be so inclined I would be willing to furnish my equipment and a couple of men if the city would furnish proper materials. IMPERIAL DEVEL01'MEN'l' COMPANY Leon Brown q Dear Sirs; October 29, 1965 As I mentioned in my previous letter we are getting F.H,A, approval for Imperial Gardens but I failed to make request for a letter from the city of Friendswood stating that this subdivision was approved and that as completion of utilities and streets were, and are made according to the plat, that they would be duly accepted for maintenance by the city. I would appreciate a letter being written to me as president of - Imperial Development Company stating that Imperial Gardens was approved by the city council of Friendswood, March 25, 1963. Also stating that the streets and utilities, specifically the water, sewer and streets, upon completion.would be under the care -and maintenance:of the City of Friendswood. I would appreciate this letter at your earliest convenience, I wou'l:d lilm to mention dust a matted inormat. on to the minimum price request for homes is $20,000. And that by seeking 'F,H.A. approval we do not intend in any way to alter .the good standard'of homes or peoples which have been moving int.o'this subdivision. Motion carried unanimously. Frank doe, of Imperial Gardens Civic Club, went on record as opposed,to this ordinance at present. Ordinance #71 - regulating one way ' pattern and speed limits around the.schoolwas approved on second reading by Councilman Davidson, seconded by Marvin Childers. Motion passed by unanimous vote. Ordinance #72 - Revision of School zone: was passed and approved by emergency clause by motion o ounei man Childers, seconded by Councilman Davidson. Motion carried unanimously. An ordinance requiring that the city of Friendswood be notified at east 90 - 120 days prior to any legal action pertaining to the City of Friendswood; was approved for drawing up and posting prior to first reading by motion of Councilman Childers, Seconded by Councilman Lowe. Motion carried by unanimous vote, The request for Council -approval of the seawall maintenance bond issue was tabled.
