Sewer Commission was :�e'd J�.nuary 12, 1�65; 7: 30;pm at the High
Scho�l Conference Room.
Pr•esent were Har•ry itiagner•, Dale Brown, Marvin Childers, Har•ry Hatcher
Arden Hill, Norman �r�eaver, H.K. Speck, John Cartmill, R.J. James,
Keith Smith.
Also present were Piyron �rJorder_, HarrSr Grarberry, rrank Coe, Rooer Ma�z
Red Bost.
Harry Granberry, bond salesman-fiscal agent, talked to the assembly
about Lhe growL'n and pr�ogress of a �ity sucn as Friendswood. we must
stay ahead of the gr•owtn by plan.ning ahead. The cost of money could
equal improvements, a f'inancial advisor is recommended.
There was discussion of the alternatives of a Board of Trustees
ver•sus a Water and Sewer Commission which would make the Council
responsible ior the operation of the Utilities Department.
Mayor Wagner stated that he is in favor of creating a "Board of
Tr'u�ees not a committee so that the board has fiscal responsibllty;
until a City Manager is hired . John Cartmill feels that commission
should consist of one man that would work with the Council and the
Superintenden'� with the Council as the fin.al authority.
Norman bJeaver feels th�.t commission needs e�pert advise; A well quali-
ie person o advise �;he c�mmission, council and super•intendent.
R.J. James had no objection to _any nmmber on the board or• commission ;
� ee s at the present h.o.a-�d- has been mismanaged; that there
should be a qualified man such as an engineer for 'vJater Super•intendent;
that we should have a City Manager; that he can not work with the
present conditions of arganization. of the Water and Serqer Commission;
that he tenders his re:,ignation to be effevtive this date. He did not
ask far the sewer• line-lift station in question but now that it is
in he will do al1 in his power as a private citizen to keep it in
the contract. Keith Smith alsa feels that the pr•esent set-up of the
Water and Sewer Commission has been inadequate; that he ran for
the Water Board in order t� learn what lNas ooir_g on , which he
was unable to do, and to contribute to his community.
Dale Brown made a motion that the resignation of R.J. James, tendered
this date, to be efiect this date, be accepted. Motion seconded
by Arden Hill . Motion passed unanimously.
Arden Hill made a motion that we ask Mr. John Cartmill for his
resignation ( which he had indic�ted he would give ) ; and that
Keith Smith and Norman Weaver -b�-a:��ed as members �f �he Water and
Sewer Commission to act as an advisory committee to the City Council.
Motion seconded by H.K. Speck. Motion passed unanimously.
Marvin Childers feels that a committee �'rom the City Council and
the Water and Sewer Commission sh�uld work together to set a policy
of' operation for the Utilities Department.
Council ��as asked to make a decision on the praposed laboratory
f�r the Utilities . It was �e1t that more infor•m�tion was needed,
and H.K. Speck has volunteered to obtain this for a decision to be
rendered January 1�, 1g65.
The change order an sewer line � and the lift station off
T�inding WaSr, has been approved by the City Council and the City
Engineer, Mr. Lailliam Walsh.
The estimated cost to run a gr•avity line to the manhole across
Cowar•t Creek is �3,u00.00 .
HHFA rias stated that the money that is available from a change
order must go into a pr•eviously s��wi� proposed water or sewer•
line an the contract, not to a new proposal.
Roger May was told that the Engineer ' s rec�mmendation concerning
the industrial waste from the Fig Plant should have a BOD �ount
of not more than !:Oppm when it enters the city sewer line.
It was felt that a large volume of water needed to lower the
�0� count would still be a problem to the pl�nt.
Roger• May offered to dn the following to remedyT the �roblem:
install a 16 mesh vib�ating screen system to remove all pulp;
aliow the City to ins�all a �inal screen on his line where it
enters the City line; not discharge any caustic peeling solution
into the City set�er 2ines.
Discussion of Contract between W.C. & I.D. ;�15 and 4tii. C. & I.D. ��21
excuted the 29th day of October, 196�: Engineer feels that the
proposed force main to the Sewer Plant �2 is a waste af money.
It was noted that most of trie agreements made l�ween t1:e two
distr•i.:ts have not been honored; such as selling on1�.T bon;�s as
needed, annexing �.nto the city as completed,---
The contract may k��e legallv voided if the constr•�c�ion (force main)
has not been started.
- A motian was made by Marvin Ch?lders that we submit written natice
to W.C.& I.D.,-�,-'21 that we wi1l void Contract of October• Zg, 1g6�+;
bet�nTeen I�J.C. & I.D. ;;`21 and I�J.C.&. I.D.��-`15 : that Mr. Hausman also
be asked to attend the January 18, 1�65 City Council meeting to
discuss alternatives. Dale Brown seconded the motion and it was
carried unanimously.
�,rden Hill made a motion that the Council aUt?�orize Harry 'vdagner
t� approach George Coe about payment of a long overdue hospital bill
� and bill from Dr. Syman; that he have ireedom to use his own dis-
cre�ion. Aiotion seconded �y D�le Brown and carried unanimo�asly.
