A regular meeting of the Friendswood City Council was held January
4, 1965; 7:30 P.M. at the City Hall.
Present were Harry Wagner; Dale Brown, Marvin Childers, Harry Hatcher
Arden Hill and H.K. Speck.
Also present were Frank Eckenroth, Mr. & Mrs. Frank Cogdell, Bob Phillips,
Ed S. Barker, Betty Merchant, William Davidson, D. Romeike, Wally
Welch, Paul Kramer, O.O. Terrell, J.W. Taylor; R.G. Robbins, Jim Shore,
G.V. Greathouse, Tracy Spears, Tom Long, BethHolmes
A group of residents from Clear Creek Woods expressed their concern
with the condition of Whispering Pines, the road which goes back to their
subdivision; noise of the compressor on the sewer pump, and iverflow
of the Iift station at tzmes. Council will try to make the road
passable but can not afford a major paving job at this time, theyT will
ask the Water and Sewer Commission for suggestion �n the overflow and
noise of compressor problem. It was suggested that a letter be written
to Mr. Clyde Doyal concerning problems within the subdvision.

O.O. Terrell invited the members of City Council and their wives to
attend a dinner at the Motor Inn Motel in Angleton to meet Governer
Connally, State Representatives etc. The Council made a unanimous
decision to try to attend and would notify the Mayor or City Office
; of their Plans by Tuesday, January 5, 1965.
An Auditor, C.P.A. Mrs. Heloise Brown Canter is in the process of
going over the records of the City since incorporation, then the
books will be brought up to date as they are set up. This project
will possibly cost $800.00 to $1,000.00 but may be cut down some
if Mr. L.B. Cline, Artha Wright, etc., can assist as much as possible.
Mrs. Canter feels that the budget fiscal year should be July l, to
June 30, as the Cost of the six months audit is Iess in December and
June.
H.K. Speck moved that it be entered in the minutes that all salaries
be paid twice a month without a warrant on each one each time, a
blanket warrant. This is to exclude the hourly paid employee; motion
seconded by Harry Hatcher; motion passed unanimously.
Mayor Wagner would like to have the Water and Sewer Commission be
set up as a Board of Trustees with the present four members and
the Mayor. This Board would supervise the Utilities Dept. and give a
six months financial report to the City Council, and advise the City Coun-
cil of their proceedings. H.K. Speck would like to see such
ordinance in writing to study before making any decision.
The Zoning hearing is set for January 14, 1965; 7:30 P.M. at the
school auditorium.
An Ordinance for Mandatory Garbage collection was read- rules and
regulatians; and discussed. A motion �o approve first reading was
made by Arden Hill, seconded by Dale Brown and approved unanimously.
Mayor Wagner gave a resume of the proposed 1965 budget.
Marvin Childers read the minutes of the special called Post Office
Committee meeting oi° January 1, 1965. ( attached)
H.K. Speck made a motion that these minutes be attached to tonight' s
minutes and become a par•t of this meeting. Motion seconded by Marvin
Childers and passed unanimously.
The City Hall committee will be meeting several times this week to
get enough plans and requirements laid out on the proposed City
Hall and Post Office facilities to present at a special City Council
meeting January 11, 1965.
Minutes of the December 21, 1964 meeting were corrected as noted
on the original copy. Minutes stood approved as corrected by motion nf
Marvin Childers, second by Harry Hatcher, passed unanimously.
Motion of adjournment was made by Dale Brown, secand by Harry Hatcher
and passecl unanmously.
