HomeMy WebLinkAboutCC Minutes 1964-10-19 Regular MINUTES OF THE FRIENDSWOOD CTTY C�UNCIL, OCTOBER ��, r96� A regular meeting of the Friendswood City Cou�cil was held October• 19, 1g6�; 7:30 P.M. at the City office. Present were Harry Wagner, Dale Brown, Harry Hatcher, Arden Hi11 and H.K. Speck. Also present were Mr. & Mrs. Fiene, Lou Wortham, Co2eman Carter, George Coe, Fowler Barton and Ken Camp. Minutes of the October 5, 196� meeting were approved by motion of K. Spec�; seconded by Arden Hill; passed unanimousl�. Dale Brown reported that 36 tons of �hell has been put and spread on Whispering P�nes and Garden Drive.We are to obtain a length of pipe and a valve to convert a tank truck into a spreader for oiling streets. The citizen' s committee for determining stop sign and speed limit signs consists of Norm �hennault, Carl Happer and Dick Willadson. Ken Camp reports that attend�nce has pi�ked up for the last meeting, fifteen, .He expressed appreciation fo� the coaperation of the Poiice Department at the last fire. They are considering a special hard- top hat for identification at fires. Both trucks are in good running order now. Other suggestions included; numbering or sectors for designation for quick location of fires; associate memberships for persons eontributing monies; possible ���xxdeduction in water bills for active rnembers, which Council agreed to consider after discussion with Water Baard. Mr. & Mrs. Fiene discussed the fact that the black-top parking area of the All Texas Office Bui�ding hangs over on their property. Ths :builder agreed to remove this portion but hasn� t done so yet. Council agreed to contact the builder about this immediately. Names suggested for an Architectural Control Committee are: Le4n Brown, Amos Staley, Gene Greathouse, C.C. Bost, and Leo Rafferty. Motion to purchase a Four Drawer filing cabinet for the City office was made by Dale Brown, second Arden Hill and passed unanimously. Coleman Carter is to prepare an ordinance for mandatory refuse pickup, for later enactment. Ordinance #�9: Fireworks Passed and approve� on final reading by motion of H.K. Speck, second by �rden Hill; passed unanimously. Secand reading of Ordinance �50: annexation, approved on motion of H.K. Speck, second Dale Brown, passed inanimously. Second reading of Ordinance ��l :municigal water district, approved on motion of H.K. Speck, second of Arden Hill, passed unanimously. Ordinance ��8; rules and order of business, needs some changes and more discussion, and was tabled by motion of H.K. Speck, second by Harry Hatcher, motion passed unanimously. Fir•st reading of Ordinance ��5 : fiscal tax year,was approved on a motion by Arden Hill, second by Dale Brown, approved unanimously. George Coe asked that the auxiliary or•dinance be changed so �hat all auxiliary and patrolman appointments and dismissals be complete- ly turned over ta the Chief of Police.He expressed his thanks for the cooperation of the Mayor and City Council. He also exp�essed his appreciation for Glenn Harkleroad� s service to the community and asked that he be allowed to keep his auxiliary commission uhtil his planned move from Friendswood;and to Mitch �right, who has resigned. He requested that the comrnissions, badges and uniforms of Mitch Wright and Norm Chennault be turned immediately. He asked that the following people be made auxiliaries : Ronald DeCristofaro, Larry Rynearspn, Rees Underhill, Keith Still, Ken Toon and Dr. Symon. H.K. Speck moved that Dr. Symon be made an auxiliary or honorary auxiliary pending proof af legality of out of county residence. Dale Brown seconded the motion and it carried with Arden Hill opposed. H.K. Speck moved that Ronald DeCristefaro, Larry Rynearson, Rees Underhill, Keith Still be accepted pending satisfactory reports from Galveston County Sherrif� s Department. Dale Brown secon� ed the motion, and it passed unanimously. Ken' s Toan' s appointment also hinges on the legality of out of county residence. i It was decided to have a letter stating conditional approval of these applicants to attend training classes in LaPorte. Coleman Carter offered to meet with George Coe to discuss proper proceedures for summons and reports. Meeting adjourned by motion of Dale Brown, second by Arden Hill, motion carried unanimously.
