MINUTES OF THE FRIEN9SWOOD CITY COUNCIL, SEPTEMBER 8, 196�
A regular meeting of the Friendswood City Council was held September
8, 1g6�+; 7:30 P.M. at the Friendswood High School conference room.
Present were Mayor Harry D. Wagner, Dale Brown, Harry Hatcher, Arden
Hi11 and H.K. Speck.
Also present were Coleman, Layton Johnson, Tony Banfield, Charles
Beggs, Bill White, Lou Wortham and Fow2er Barton.
Ma.yor Wagner pointed out that this week's agenda was an accepted
'Order of Business ' ; that agendas from now on would follow this pattern.
Minutes of the August 17, 196� meeting stc�od approved as read; motion
by Arden Hill, seconded by Da1e Brown, passed unanimously.
Minutes of a special meeting of August 2�k, zg6� stood approved as read;
mation by H.K.Speck, seconded by Dale Brown, passed unanimously.
It was decided that, since each member receives a cop� of the minutes
of each meeting, the reading aloud of minutes may be dispensed with
and the minutes be approved or corrected as needed.
Dennis Grizzle, School Superintendent, asks that as many as possible
attend a meeting at Clear Creek High SchooZ Auditorium September 14,
1g6�; 7;00 P.M. , sub,�ect: a ,�unior college for Galveston County.
The Chamber of Commerce is having a 'Hi � Neighbor Banquet' at Nassau
Inn, September 17, 196�-, 7:00 P.M. - $3.00 per plate.
Nasa employees have asked that City check through Austin to ascertain
whether they may run for political office. Nasa prefers that a City
ask the State for such a ruling before an election.
Texas Motor Vehicle La�s require any person operating any motor
vehicle must have a valid driver� s license, this includes motor
scooters. This law will be enforced, and Dale Brown suggests that
this law be enforced for those operating automobiles with valid
license also. Notice of this intention will be published in Baker �s
Bull�tin and in the Progress.
The Progress, the weekly newspaper from �9earland which is also
directed at readers in Fr3.endswood, is being given free now in
order that we become acquainted with it. It is urged that we support
it by subscribing toit.
The Equalization Board did an excellent job in handling the queries
of the twenty people that requ�sted a change in their evaluation.
Our streets are to be oi�cd; an oil truck will be adapted with a spread-
i er box.
Dale Brown reported on Sunset Drive right-of-ways, and his conversation
with Rex Glawson concerning this. A map has been made that shows
property owners and road front footage

which will facili�ate obtaining right-of-ways.
There was discussion of the proposed City Building. Mayor Wagner
will get square faotage requirements of Utility companys etc.
Golema.n Carter will work up a brief on lease arrangements.
It was decided that Otto Haardt�s recommendation on fiscal year
dating will be accepted.
The Planning Commz,ssion submitted a message to the City Counc3.1
asking them to act on Ordinance #�7: extending the applieation
of Ordinance ,�f'�3 ( Siibdivision Rules and Regulations ) to the City's
extraterritorial �iurisdictiQn; and to instruct the Planning Commission
to take immediate steps to create a master zoning plan. Mayor Wagner
has indicated that the Planning Commission could have a master
zoning plan in 30 days for a public hearing at a later date.
Coleman Carter wi11 give the Council members various zoning ordinances
used by other municipali�ies, for s�udy.
H.K. Speck moved �hat we accept Ordi.nance #�47 and pass it by emergency
rneasure this date. Motion seconded by Arden Hill and passed unanimously.
Colema.n Carter is to draft a letter to Mr. Wilcox of Allen Fields
Enterprises stating that City Council will abide by the recommend-
ations of the Planning Commission, and including ruling on roads,
building code to be used and the name Friendswood Vi13,age, (its use) ,
Coleman is to investigate possible adoption of I�ouston Building Code.
H.K. Speck moved that we accep� Gerald Hollis, subject to h.is accept-
anee, as the new Planning Commission member. Motion seconded by Arden
Hi11, and carried unanimously.
Mayor Wagner gave H.K. Speck copies of ordinances concerning sale
and use of 'Fireworks " ta be used in working up such an ordinance for
Friendswood, with Mr. Carter �s assistance.
Final reading of Ordinance ,#�l: Swimming Pool Fencing; Motion to
approve final reading made by H.K. Speck, seconded by Da1e BrQwn and
passed unanimously.
Coleman Carter was asked to check into feasability of Ordinance ��-2;
Animals at large, excluding dogs.
Mayor Wagner will give copies of an ordinance setting out rules of
order in conducting Council Meetin� to all Councilmen for study.
Mayor Wagner feels tha� we must give serious consideration to a
comprehensive insu�eance program.
A Cantract of Emp2o�tment for Chief of Police was read. Mayor Wagner
asked for $150.00 a month f'or three paid auxiliaries to help George
Coe with Schobl Patrol and 2� hour coverage. These items ta be con-
sidered at closed meeting.

� Fowler Barton presented copies of a Garbage �ontract that he and
Arden Hill have been working on. This will be studied and acted
upon at the next meeting. Fowler Ba.rton is pleased with the
letters of appreciation from Civic groups and individuals. He
offered to put out a schedule of area pickup times.
