A regu2ar meeting of the Friendswood City Council was held August 3,
196�+; 7:3Q P.M. at the City Hall.
Present were Ma.yor Harry D. Wagner, Councilmen Dale Brown, Harry
Hatcher, Arden Hill, A1an McG3.nnis and H.K. Speck.
Also present were George Strouhal, 0.0. Terrell, Ken Camp, Sue Williams,
Elmo Brundrett and John Rainey.
Mayor Wagner requested that all councilmen subm�.t a six month� s report
of th�i� committee activities to the City Czerk by September 15th to
be compiled into a City report to be published about October lrst.
Three ordinances pertaining to taxation were read, approved and
pa,�sed by emergency measure.
�`�3 - Appointing a Board of Equalization. Alan McGinnis moved to
accept Ordinance #�3, Arden seconded the motion and it was carr3.ed
unanimously.
,-��+�- - Fixing �he time and manner of paying Ad Valorem Taxes levied
for the use and benefit of the Government of the City of Friendswood.
H.L. Speck moved to accept Ordinance #��F. Dale Brown seconded �he
motion and it was carried unanimously.
#�+6 - Levy of taxes for the use �nc� support of the municipal govern-
ment of the City of .�'riendswood. Harry Hatcher moved to accept Ordin-
ance #�+6. H.K. Speck seconded the motion and it was carried unanimously.
Ordinance #�+5 - Fixing the fiscal year for the City of Fr3.endswood
was tabled for review.
First reading of Ordinance #�1 : Swimming pool fencing. Motion of
approval was made by Arden Hil1, seconded by Dale Brown and carried
unanimously.
Copies of Ordinance ,��2: Animals at large, were distributed for study.
Galveston Caunty Civil Defense has asked that a mutua2 aid pac� be
signed. It was decided to ask Coleman Carter, City Attorney, to look
into the func�ions of Civil Defense and Red Cross; our obligations
and their obliga�ion. We must check into all phases of what We need
to function in time of disaster, especially powers supply.
A committae; Harry Hatcher, Arden Hill and Dale Brown; was appoin�ed
to check into a possible plan for a City building. Ken Camp spoke, for
the Fire Department, about their need for an adequate meeting p�ace.
They have considered remodeling the end stall of the Fire Station by
paneli.ng, insula�ion, aircanditioning and heating, but the cos� is
high for a temporary arrang�ment. If the City is contemplating larger
quarters in the near future, they would rather wait. Dale Browr� felt
that the City and 3.ts functions need more room and we should definitely
go to more space if it is not too costly. We should be able to give the
Fire Department a defini�e answer in about six weeks.
Harry Hatcher has agreed to talk to a builder who has started construc-
tion without a permit. He must obtain a permit by August 5, 196�,
or pay double permit fee in ten days .
H.K. Speck has agreed to look for a replacement for L.D. I,afferty
who resigned from the Planning Commission due to job obligations.
Arden Hill moved that we adopt a resolution which states tha� the
Mayor and Ci�y Council disapprove of the gropc�d rental housing
project of Al1en Fields to be located partly in Galveston Cnunty
and partly in Brazoria County, until a plat has been submitted to
our planning commission and council. H.K. Speck seconded the motion
and it was carried unanirnously. A letter, stating this, will be sent
to the Mayor and City Counci2 of Pearland, Community Public Service
and 0.0. Terrell.
A possible zoning proposal for the Planning Commission to be submitted
in the October lrst report was approved.
Otto Haardt has agreed to help set up a general fund accounting
procedure.
Harry Hatcher tendered his resignation as Treasurer, by letter, but
agreed to s�ay on until the accounting system is in operation.
Harry Hatcher tendered his resignation as Police Commissioner, by
l�tter, effective immediately.
There was further discussion on hiring a Police Chief. Harry Hatcher
recommended George B. Coe. Dale Brown, Alan McGinnis and Harry Hatcher,
after personal interview with Mr. Coe approved of his background and
character. H.K. Speck acc�pted their recommendation. Mayor Wagner
agrees that we need a Chief of Police but is definitely opposed to it
at this time. He feels �hat we need to improve the communications system
and join Pearland's proposed dispatching system �ow and hire a Police
Chief in January when there are available funds. Arden Hill was in
full accord with this. Harry Hatcher called for a vote on whether we
will have a P�lice Chief at this time or not. Harry Hatcher, Dale
Brown, Alan McGinnis and H.K. Speck voted yes and Arden Hill voted no.
Harry Ha.tcher moved that we hire George B. Coe as Police Chief. His
duties will start August 15, 1g6� or September 1, 1q6� depending on
when he becomes resident in Friendswood; to have a ninety day probation
period. Dale Brown seconded the motion. H.K, Speck and Alan McGinnis
voted for the motion, Arden�voted againest �he motion, motion carried.
Hill
Coleman Carter will be asked to draw up an ordinance creating the
position of Police Commissioner.
*�Lawerence Cline was appointed Police Commissioner by resolution of the
Council. Arden Hi13 was opposed.

H.K. Speck moved to make a resolution; that we give a vot� of
appreciation to the present Police Force. Dale Brown seconded the
motion and it was carried unanimously.

Police Commissioner is appointed, he must be a council member,
Therefore the Mayor rescinds the appointment of Lawrence Cline.
