A special meeting of the Friendswood City Council was held
 July 15, 196, 7:30 P.M. , at he City Hall.
Present were Mayor Harry D. Wagner, Councilmen Dale Brown,
Harry Hatcher, and Alan McGnnis.
The purpose of this rneeting was the discussion of hiring a
Chief of Police. The Treasurer, Harry Hatcher, stated that with
approximately $3, 100.00 in the Treasury, we would be able to hire
a Chief of Police at $50.00 for the first two months and then
raise the salary to $500.00 per month.
Harry Hatcher was asked to see Coleman Carter, attorney, about
drawing up a contract and an ordinance that would completely
state the duties and obligations of the position of Chief of
Police. He was also asked that Coleman Carter be approached
about the position af City Attorney.
Kenneth Camp, President of the Friendswood Volunteer Fire Depart-
ment, submitted a request to the City Council, that they enact a
trash burning ordinance, due to the dry conditions now prevalent.
The general feeling is that we should have an ordinance that
imposes a penalty for unguarded fires and fires that get out of
hand, and perhaps we should issue permits for the burning of
trash etc. It was unanimously agreed to have an attorney draw up
such an ordinance.
Recommendations of the Planning Commission were put before the
Couneil: that our Subdivision Code be amended to establish a rear
lot line building line of a minimum of 20' ; that cul-de-sac
be included with the description of dead end streets; that lot
size minimum remain 9600 square feet but that the average lot
width be 80' ; that an ordinance be created requiring that any bill
board or advertising sign over ten square feet must be approved
by the Planning Commission; that a unk dealer ordinane be
','..,'
creat. Council agreed with these recommendations.
Alan McGinnis made a motion that we pass an emergency interim
ordinance requiring any billboard or advertising sign over the
size of ten square feet be approved by the Planning Commission.
Harry Hatcher seconded the motion and it was carried unanimously.
It was decided that an ordinance forbidding the sale and use of
fireworks within the corporate limits of the City of Friendswood
merits further discussion.
