AND THE WATER BOARD, JUNE 15, 196�
a �oint meeting of the Friendswood City Council and th� Water
' Board of W.C.& I.D.#15, was held June 16,1g6�+ at the Friendswood
High School, at 7;30 P.M.
Present were : Mayor Harry D. Wagner, Councilmen Alan McGin�is,
Harry Hatcher, Arden Hill, and H.K. Speck.
Water Board rnembers M.F. Foster, Norman Weaver, Johc� Cartmill,
and R.J. James.

Mayor Wagner reported that the Planning Commission, under the
temporary chair�aanship of Wilbert Boyle, met Monday evening,
June 15, 196�+. They will be responsible for the direction of the
grQwth (future ) of Friendswood. They will study our subdivision
code and recommend that it either stand, or be altered.
Finalization of the municipal water district, by consolidation with
W.�.& I.D.#1.5, is in sight. The necessary signatures are on the pet-
ition of annexation. Although this creates double taxation in
some areas, a system can be devised to equalize taxation in . all
� areas . The special purpose of this ,joint meeting was to discuss
what problems to expect, what comr�itments have or have not been made,
w�at coordination is vital with the City and W.C.& I.D.�-`15. All the
Water Board members, present, indicated that they were for
consoli�ation with the City. M.F. Foster further stated that the
only reason not to be for it would be if it affected their bond
issue. It does not affect it at all.
H.K. Speck and Arden Hill were asked to meet with two mer�bers of
the Water Board, to start the process of consolidation and
coordination.
H,K. Speck announced that he will resign from the City Council,
when Municipal Water District becomes final, due ta conflieting
interests . His firm will solicit contracts for m�.nicipal
construction.
Some points of discussion on W.C.& I.D. #21 : what do we need to do,
to firm up relations with #21?; what problems do we face wi'th them
ad,jacent to us?; who takes service comp3aints on conflicting lines?;
where will new sewage disposal plants be located?; the state Health
Board recomrriends that they be together or close to each other.

� Final reading of Ordinance #35 : Planning Commission, unanimously
__ approved.
Final reading of Ordinance #36: Interim Zoning, unanimously
approved.
Final readin� of Ordinance # 3?: Anti-Weed , unanimously
approved.
Second reading of Ordinance � 39: Auxiliary Police Force,
unanimously approved.
The City Cler� was asked to: write Texas Municipal I�;ague
for an ordinance - fencing swim►�ing pools; write Mr. Chapman,
Harris gounty Road Co�missioner, about having a sign indicating
that the load limit on Bhoate Road within our city limits is
8,000 lb. at Choate Road and the Gulf Freeway; talk to all
builders in the area a'pout warning cement mixe�_�trucks nat to
rinse and dump their �ixers within Friendswood ' s limits; to see
Curtis Morris, City Engineer, -1- drainage around the schoo3,
-2- a list of our stre�t names, -3- copies of maps and sub-
division code for me�bers of the Planning Comrnission; to post
copies of Ordinances #35, #36-
Arden Hill agreed to get a copy of Pearland ' s p�ddlers ordinance.
It was suggested that the project of a City Guide be turned over
to the Chamber of Commerce.
' An emergency interim ordinance # �0: regulating installation of culver
tile , its size as recoYnmended by the Planning Cornmission, was
unanimously passed. ���'�
It was unani�ously agreed that L.L. Jantz be hired to do �he
grass mowing for the City.
Harry Ha�cher was asked to check int� a stricter ruling on
do�s at large, and the possibility of having a city dog catcher.
H.K. Speck �otioned ior adjournment, Alan McGinnis seconded the
mo�ion and it was carried unanimously.
