MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
THURSDAY, JULY 27, 2009 AT 6:30 PM AT FRIENDSWOOD CITY HALL, 910 S. FRIENDSWOOD
DRIVE, FRIENDSWOOD, TEXAS,WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Pro-Tem Andy Rivera was absent from the meeting.
Mayor Smith called the meeting to order.
SPECIAL SESSION

A discussion was with held with Galveston County Consolidated Drainage District (GCCDD) and
surrounding property owners regarding the Wegner Ditch
Harold Whitaker, Friendswood resident and GCCDD board President, addressed Council and provided
an historical overview of the proposed project known as Tributary 2 or Wegner Ditch. Mr. Whitaker
presented a power point with AI Lentz with Lentz Engineering, providing information regarding the project
with Section 1 estimated at $1.44 million, Section 2, Option (a) estimated at $430,000.00, Option (b)
estimated at$500,000.00, Option (c) estimated at$1.22 million but may only be used in conjunction with
Option 3 (b), Section 3, Option (a) estimated at$140,000.00 and Option (b) estimated at$930,000.00 but
may only be used in conjunction with Option 2 (c). Mr. Whitaker stated this is presented tonight to get
input regarding the various options to this conceptual plan. The two elected bodies will take the
information gained tonight to determine which option to choose that will best serve this area.
A question and answer session followed with surrounding property owners. The majority of the citizens
attending this meeting expressed support for alternate route with box culverts rather then the existing
easement.
Mayor Smith stated this is the input that the District and Council needed and will begin meeting to
determine the route selected, will begin survey work and engineering and begin acquiring easemenYs to
be shovel ready to apply for federal funding through the stimulus dollars that may become available. The
two entities will work on this in future meetings but it will all depend on acquiring funding.
