AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FRIENDS WOOD, TEXAS, AMENDING ORDINANCE NO. 2024-25, PASSED
AND APPROVED AUGUST 26, 2024, THE SAME BEING AN ORDINANCE
APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR
FISCAL YEAR 2024-25, BY APPROVING "BUDGET AMENDMENT V"
THERETO; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR
TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND
PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, by Ordinance No. 2024-25, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2024-25"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2024-25; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOI),
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2024-25" is hereby amended for municipal purposes as shown on "Budget
Amendment V" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year
2024-25" attached hereto. Said Budget Amendment V shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law.
A true and correct copy of said amendment is attached hereto as Exhibits "A" and "B" and is
incorporated herein for all intents and purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this
ordinance or the application of the same to any person or circumstance shall for any reason be
adjudged invalid or held unconstitutional by a court of competent jurisdiction,it shall not affect,
impair,or invalidate this ordinance as a whole or any part or provision hereof other than the part
declared to be invalid or unconstitutional; and the City Council of the City of Friendswood,
Texas, declares that it would have passed each and every part of the same notwithstanding the
omission of any such part thus declared to be invalid or unconstitutional, whether there be one
or more parts.
Section 4. This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Friendswood, Texas.
INTRODUCED, READ AND PASSED on first and final reading by the affirmative vote
of the City Council of the City of Friendswood on this the 3rd day of February, 2025.

Budget Amendment Summary
Fiscal Year FY2024-2025
Budget Amendment V
February 3, 2025
1. Police Department—Insurance Proceeds, $6,964. Appropriate insurance proceeds from TML-IRP
for the repair of P440 which was damaged in an accident on December 19, 2024. Funds will be
appropriated to the Patrol division's vehicle maintenance account.
2. Parks and Recreation Donation —Tree and Roses at Stevenson Park, $600, Appropriate
donations received from The Heritage Gardeners Inc for a live oak tree and from W. Murphy for roses
at Stevenson Park. Funds will be appropriated to the Parks division's landscaping account.
3. Master Drainage Plan— Engineering Services, $686,948. Appropriate funds for engineering
services related to the Master Drainage Plan. Council approved an agreement with Half Associates,
Inc. at the January 6, 2025, City Council meeting for$1,348,448. A grant will cover a portion of the
cost ($661,500), and the remaining portion ($686,948) is the City's responsibility. The funding source
will be 2023 General Obligation Improvement Bonds.
4. Master Drainage Plan — Program Management & Grant Administration Services, $359,820.
Appropriate funds for program management and grant administration services related to the Master
Drainage Plan. Council approved an agreement with Guage Engineering, LLC. at the January 6,
2025, City Council meeting for$374,430. A grant will cover a portion of the cost ($14,610), and the
remaining portion ($359,820) is the City's responsibility. The funding source will be 2023 General
Obligation Improvement Bonds.
5. Whitcomb Terracing and Stormwater Detention Basin, $2,850,000 Appropriate funds for the
City's first payment for the Whitcomb Terracing and Stormwater Detention Basin. Council approved
an Interlocal Agreement with Harris County Flood Control District at the November 7, 2022, City
Council meeting to construct one mile of channel expansion and bank terracing located on the
northern bank of Clear Creek near FM 528. The total estimated cost of the project is $27,000,000. A
State of Texas grant will cover$10,000,000 of the cost, and the City's portion is not to exceed
$17,000,000. The funding source will be the 2023 General Obligation Improvement Bonds.
6. CDBG-DR (COG MOD)Annalea Infrastructure and Ground Storage Tank, $53,667. Appropriate
funds for engineering services in excess of the CDBG-DR (COG MOD) grant award. Council
committed the excess funds by resolution at the January 6, 2025, City Council meeting. The Annalea
Infrastructure project's engineering service contract exceeded the award amount by $40,187. The
new Ground Storage Tank at Ground Water Plant#4 engineering service contract exceeded the
award amount by $13,480. The funding source will be water and sewer working capital.
7. Public Works— Emergency Repairs at Water Well #4, $114,218.* Appropriate funds for
emergency repairs to equipment at water well #4. The well was pulled due to issues within the pump.
Major damage and corrosion were found within the pump shafts and riser piping. Immediate repair is
needed to get the well in working order. The funding source will be water and sewer working capital.
