AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING THE FEE SCHEDULE CONTAINED IN APPENDIX D
"SCHEDULE OF FEES, RATES, CHARGES, DEPOSITS, BOND AND INSURANCE
AMOUNTS" OF THE FRIENDSWOOD CITY CODE (1) TO ADD FEES FOR
OBTAINING BODY -WORN CAMERA RECORDINGS CONSISTENT WITH STATE
LAW; (II) TO UPDATE CERTAIN PARKS AND RECREATION FACILITY FEES
AND DEPOSITS, AUTOMATED WATER METER FEES, AND WATER UTILITY
RATES CONSISTENT WITH THE 2024 UTILITY RATE STUDY; AND (111) TO
REMOVE MANUAL WATER METER FEES; REPEALING ALL ORDINANCES OR
PARTS OF ORDINANCES INCONSISTENT OR IN CONFLICT HEREWITH;
PROVIDING FOR SEVERABILITY, PUBLICATION AND THE EFFECTIVE DATE.
WHEREAS, in order to recover a portion of the cost of providing the services specified herein and
in keeping pace with standards adopted by neighboring municipalities, the City Council deems it necessary
to revise the fee schedule contained in Appendix D "Schedule of Fees, Rates, Charges, Deposits, Bond and
Insurance Amounts" of the Friendswood City Code (the "Fee Schedule") consistent with this ordinance;
and
WHEREAS, the City Council desires to amend the Fee Schedule
(a) to add fees for obtaining body -worn camera recordings consistent with Section 70.13 of
Title I of the Texas Administrative Code;
(b) to amend the Fee Schedule to update certain fees within the following categories:
(1) parks and recreation facility fees and deposits,
(2) automated water meter fees, and
(3) water utility rates consistent with the 2024 utility rate study presented to the City
Council on June 3, 2024; and
(c) to remove the manual water meter fees; and
WHEREAS, the City Council finds that the fees referenced herein are reasonable, bear a substantial
relationship to the costs of providing such goods and services, and meet all constitutional and statutory
requirements applicable to the same; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF
TEXAS:
Section 1. That the facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. That the schedule of fees contained in Appendix D 'Schedule of Fees, Rates,
Charges, Deposits, Bond and Insurance Amounts" of the Friendswood City Code is hereby amended to
update "Parks and Recreation Facilities — Chapter 58" fees, which fees are amended to read as follows:

For any facility rental over 75+people and/or alcohol, an additional security fee will be added of S81 per
hour, per officer at a minimum of 3 hours.
The fees for other parks and recreation activities such as special events, summer programs, registration,
classes and memberships, may be established by the Department Director, with the consent of the City
Manager.
The city reserves the right to reduce or eliminate any and all fees for youth organizations, nonprofit
or anizations and/or ci -s onsored events.
Section 3. That the schedule of fees contained in Appendix D "Schedule of Fees, Rates,
Charges, Deposits, Bond and Insurance Amounts" of the Friendswood City Code is hereby amended to
add a new subsection to be numbered and entitled Subsection (3) 'Body -worn camera recording," which
subsection shall read as follows:

amend and include Subsections (6) "Water meter fees," (7) "Automated meter antenna replacement - 6'
cable," (8) "Automated meter antenna replacement - 20'cable," (9) "Same day service connection (one-
time fee per customer request)," (10) "Utility meter removal/pulled meter fee," (11) Meter replacement
fee (one-time fee per customer request)," (12) "Proof of residency documentation (per copied page),"
(13) "Water Utility Rates," (14) "Wastewater utility rates," (15) "Earthwork Permit," (16) "Sitework
Permit--Commercial/Multifamily," (17) "Sitework Permit -Single -Family Residential" in "Utilities -
Chapter 86" fees, which subsections shall read as follows:

Section 5. All ordinances or parts of ordinances inconsistent or in conflict herewith are,
to the extent of such inconsistency, hereby repealed.
Section 6. In the event any clause, phrase, provision, sentence, or part of this ordinance or
the application of the same to any person or circumstance shall for any reason be adjudged invalid or
held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this
ordinance as a whole or any part or provision hereof other than the part declared to be invalid or
unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed
each and every part of the same notwithstanding the omission of any such part thus declared to be invalid
or unconstitutional, whether there be one or more parts.
Section 7. The City Secretary shall give notice of the enactment of this ordinance by promptly
publishing the caption of this ordinance after final passage in the official newspaper of the City.
Section 8. This ordinance shall become effective on January 1, 2025.
