A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FRIENDSWOOD, TEXAS, DESIGNATING THE MAYOR
AS THE CITY'S REPRESENTATIVE IN SEEKING
ELIGIBLE GRANT FUNDS UNDER THE EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE (JAG) STIMULUS
GRANT PROGRAM; AND AUTHORIZING THE
SUBMISSION OF SUCH GRANT APPLICATION TO THE
CRIMINAL JUSTICE DIVISION OF THE OFFICE OF
GOVERNOR.

WHEREAS, the City Council of the City of Friendswood, Texas hereby finds and
determines that application for funding under the Edward Byrne Memorial Justice Assistance
(JAG) Stimulus grant program, is in the best interests of the citizens of the City; and
WHEREAS, the City agrees that in the event of loss or misuse of any Criminal Justice
Division grant funds, the City will return same to the Criminal Justice Division in full; and
WHEREAS, the City Council hereby further finds and determines that the person
serving as Mayor of the City is the appropriate individual to act as the City's authorized official,
and as such should be given the power to apply for, accept, reject, alter or terminate the grant on
behalf of the City, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. The facts and matters set forth in the preamble of this Resolution are
hereby found to be true and correct.
Section 2. The City Council of the City of Friendswood, Texas, hereby authorizes
and approves the submission of a grant application, in substantially the same form as attached as
Exhibit A, pursuant to the Edward Byrne Memorial Justice Assistance (JAG) Stimulus Program,
to the Office of the Governor, Criminal Justice Division.
Section 3. The City Council hereby designates and appoints the Mayor of said City
as the authorized official to apply for, accept, reject, alter, or terminate the grant on behalf of the
City.

Problem Statement
What problem(s) will be impacted by the project(s)?
VHS and micro-cassette technology has become obsolete and needs replacement. Under separate grant
application a request has been made to purchase a computer server to house in-car video recordings;
however,funding to outfit the entire fleet with digital format video is necessary. In addition, a digital tape
recorder and software solution is necessary to ensure that the recordings cannot be appended should they
be needed as evidence in future court proceedings.

The objective of this proposal is to secure funding to deploy technologically advanced digital in-car camera
systems in as many of our active patrol vehicles as possible in order to increase officer accountability,
increase our conviction rates, reduce our liability in civil actions and provide the most effective, cost-efficient
means to protect our officers and secure tamperproof evidence. Funding of digital recording devices for
encounters not made on in-car video completes this project. Deployment of this type of advanced
technology will greatly improve agency interoperability between local, county and state agencies.

Establish and maintain an enhanced in-car video system and a new digital audio recorder project and data
sharing network that enables the courts, law enforcement, prosecution and other agencies to record, share

retrieve and store audio and video data to make more informed decisions. This includes the purchase of 24
L-3 Mobile Vision Flashback 2 digital video systems, USB keys and upgraded 16 GB flashcards and the
purchase of 56 PUMA-II digital recorders, management software, user licenses and implementation package.

Upon approval of funds from the program, the City of Friendswood intends to purchase 24 In-car video
systems and 56 digital audio recorders. The planned purchase will occur immediately once funding is
approved. Expenditures for the project will follow all current and future reporting requirements set
forth by law. The City of Friendswood maintains separate budgetary line items for special use
revenue/expenditures and upon approval of the grant award,will create a special use budgetary
identification for these items. The restriction on the use of these funds will be consistent with grant
requirements.
