as a new City Committee with responsibility to organize quarterly meetings and provide a form of
communication for HOA's.
Seconded by Councilmember Holbert.
Councilmember Reid was asked about having the Homeowners Association (HOA) creat a board rather
than a City appointed board. With a self regulating board, the City could provide a meeting space and
could assist the HOA in the formation of by laws and getting organized. There are fifty three HOA's and
Council is supportive of the concept. Mayor Smith stated a Council liaison position is very important to
maintain and suggest having a City committee and allow the board to appoint their own members and
determine the lengths of terms, all City committees have Staff liaisons and if this is a self regulating board
