MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
THURSDAY, JANUARY 22, 2009, AT 8:30 AM AT DEER PARK BATTLEGROUND GOLF COURSE
CONFERENCE ROOM, 1600 GEORGIA, DEER PARK, TEXAS WITH THE FOLLOWING PRESENT

Mayor Smith called the meeting to order.
*'`Councilmember Rivera moved to approve Resolution R2009-08, A Resolution of the City of
Friendswood, Texas, declaring the necessity for the holding of a Special Meeting (Planning and Goal
Setting) of City Council on Thursday, January 22, 2009, at 8:30 AM at Deer Park Battleground Golf
Course Conference Room, 1600 Georgia, Deer Park, Texas, for the purpose of discussing planning and
� goal setting for the City; making certain findings; and ratifying and confirming the calling of such special
meeting.
Seconded by Councilmember Hill. The motion was approved unanimously.
A discussion was held with Council/Staff regarding City operations and financial planning for the City of
Friendswood such as the varying options regarding projects as proposed; for example, the library, civic
center, meeting room spaces, combining efforts to accommodate the usage, records center, and
warehouse type facility. There was additional discussion on where to build the library, with questioning
on if it should be the same location or move to the location on Willowick and renovate the old library for
meeting facilities. There is concern with the economy and the downturn, it was asked when do voters get
to give their input on the bond project and what would be the cost to voters. It was stated to be
approximately$100 per homeowner yearly, if the cost were to wait another 5 years, then it would be more
costly and would actually be a cost savings if it was done now. The voters are being impacted by other
tax increases and are demanding some of the projects be done now. Council discussed where this
current Council is going with this bond project and the amount of the bond being between $15 and $18
million. Council presented collective thoughts regarding their view of The Big Picture with reasoning,
method of reasoning, and quality of work life. It was discussed that $9.6 million would go to the library,
sports and parks and the library civic center and $11 million will be used towards records, dog pound,
streets and the 60 acres project. In 2009 through 2010, Council will work on the 60 acres project, the
library and the civic center. Council discussed holding a Town Meeting to have a transparency for all the
overall projects and the tax impact on the property owners. Council also requested that Staff develop a
schedule and plans as to how the public would be educated on the tax increases and the overall plan will
be presented to Council.
An Executive Session originally on the agenda was not held.
