R2024-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, VERIFYING THE PERCENTAGE OF COMPLETION OF CYBERSECURITY TRAINING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT ALL DOCUMENTATION REQUIRED BY SECTION 2054.5191 OF THE TEXAS GOVERNMENT CODE; AND PROVIDING FOR AN EFFECTIVE DATE. ********************************************************************************************* WHEREAS, Section 2054.5191 of the Texas Government Code requires the City at least once each year(i) to identify all City employees and elected and appointed officials who have access to the City's computer system or database and use a computer to perform at least 25 percent of the employee's or official's required duties and(ii)to require them to complete a certified cybersecurity training program; and WHEREAS,the City Manager has identified those employees and officials of the City required to complete the certified cybersecurity training program; and WHEREAS, the City Manager has ensured that all such employees and officials of the City have had an opportunity to complete this required training;and WHEREAS,the City Manager has provided the results of the completion of this required training to the City Council;and WHEREAS, the City Council must verify and report on such results and require periodic audits to ensure compliance with this statutorily required cybersecurity training;NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD, STATE OF TEXAS: Section 1. That the facts and matters set forth in the recitals of this resolution are hereby found to be true and correct. Section 2. That the City Council has verified the completion of the certified cybersecurity training program by not only City employees but also its elected and appointed officials subject to the requirements of Section 2054.5191 of the Texas Government Code. The City Council hereby reports that all of those required to complete such program (i)have done so, (ii)will have done so by August 31, 2024,or(iii)will be denied access to the City's computer system(s)/database(s)on August 31,2024. Section 3. That the City Manager or his designee is authorized to submit documentation evidencing the City's compliance with requirements of Section 2054.5191 of the Texas Government Code to the Texas Department of Information Resources. Section 4. That the City Council hereby directs the City Manager or his designee to perform periodic audits to ensure compliance with this law. Section 5. That this resolution shall be effective immediately upon its passage and approval.
