A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AUTHORIZING THE SUBMISSION OF A COMMUNITY
DEVELOPMENT BLOCK GRANT — MITIGATION APPLICATION FOR THE
RESILIENT COMMUNITIES PROGRAM THROUGH THE TEXAS GENERAL
LAND OFFICE TO FUND THE DEVELOPMENT AND ADOPTION OF A
FORWARD-LOOKING COMPREHENSIVE PLAN THAT INTEGRATES HAZARD
MITIGATION PLANNING AND MINIMIZES THE IMPACT OF FUTURE
DISASTERS; AUTHORIZING THE REPRESENTATIVE TO ACCEPT OR AFFIRM
ANY GRANT AWARD THAT MAY RESULT THEREFROM; AND PROVIDING
FOR THE EFFECTIVE DATE.

WHEREAS, the Texas General Land Office (the "GLO") is accepting grant applications
pursuant to the Community Development Block Grant — Mitigation ("CDBG-MIT") Resilient
Communities Program("RCP"); and
WHEREAS, the RCP funds the development, adoption, and implementation of modern and
resilient building codes,flood damage prevention ordinances,zoning ordinances,comprehensive plans,
and land use plans to ensure that communities can withstand future hazards; and
WHEREAS, eligible activities under the RCP include, among other activities, the
development and adoption of forward-looking comprehensive plans that integrate hazard
mitigation plans; and
WHEREAS, because certain conditions exist related to disastrous events, which represent
a threat to the public health, safety, and welfare, the City desires to apply for a grant under the
CDBG-MIT RCP in order to update, develop and adopt a forward-looking comprehensive plan
that will serve as an actionable plan to minimize the impacts of such future disastrous events;NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. That the City Council of the City of Friendswood hereby authorizes the City
Manager or his designee to file an application with the GLO for funding under the CDBG-MIT RCP in
an amount not to exceed THREE HUNDRED THOUSAND AND NO/100 DOLLARS ($300,000.00)
to fund the development and adoption of a forward-looking comprehensive plan that integrates hazard
mitigation planning and minimizes the impacts of future disasters.
Section 2. That the City Manager is hereby designated as the authorized representative for
all purposes under the grant.
Section 3. That the City Manager of the City of Friendswood is hereby authorized to accept
or affirm any grant award that may result from the above application.
Section 4. That all funds will be used in accordance with all applicable federal, state, local
and program requirements,including,but not limited to,procurement and civil rights requirements. In
the event of loss or misuse of the grant funds, the City Council of the City of Friendswood hereby
assures the GLO that such grant funds will be returned in full.
Section 5. That this resolution shall be effective immediately upon its passage and approval.
