AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, TEMPORARILY WAIVING CERTAIN
BUILDING PERMIT FEES FOR STRUCTURES THAT WERE DAMAGED
BY HURRICANE BERYL; AND PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, Hurricane Beryl caused widespread, severe damage and loss of property
within the City of Friendswood due to its rain and high winds; and
WHEREAS, in effort to combat the severe economic and social disruption caused by
Hurricane Beryl, the City of Friendswood desires to waive certain permit fees for a limited
period of time; and
WHEREAS, the City Council finds that providing a limited wavier of permit fees will
accomplish a public purpose, including, but not limited to, ensuring that permit fees are not a
deterrent for the proper repair of structures, encouraging more rapid recovery efforts, thus
enhancing economic development and protecting the health, safety and welfare of the citizens of
Friendswood;NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. That all matters and facts set forth in the recitals hereinabove are found to
be true, and such recitals are hereby approved and made a part of this ordinance for all purposes
and are adopted as a part of the judgment and findings by the City Council of the City of
Friendswood, Texas.
Section 2. That for the reasons specified in the recitals hereof, the City Council
hereby finds that an emergency exists, which necessitates the Council to take the actions
contained herein.
Section 3. That the following fees imposed by Chapter 14 "Buildings and Building
Regulations," as specified in Appendix "D" contained in the Friendswood City Code, shall be
waived through December 31, 2024, for structures that were damaged by Hurricane Beryl:

Buildings and Building Regulations
(1) Building Permit Fees (Electrical);
(2) Building Permit Fees (Plumbing);
(3) Building Permit Fees (Mechanical);
(4) Building Permit Fees (Gas); and
(5) Building Permit Fees.
Section 4. All ordinances or parts of ordinances inconsistent with the terms of this
ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of
such inconsistency; and in all other respects, this ordinance shall be cumulative of other
ordinances regulating and governing the subject matter covered by this ordinance.
Section 5. If any provision, section, exception, subsection, paragraph, sentence,
clause or phrase of this ordinance or the application of same to any person or set of
circumstances shall for any reason be held unconstitutional, void or invalid, such invalidity shall
not affect the validity of the remaining provisions of this ordinance or their application to other
persons or sets of circumstances; and to this end, all provisions of this ordinance are declared to
be severable.
Section 6. This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Friendswood and shall expire at 5:30 p.m. on December 31, 2024,
after which this ordinance will be of no force and effect.
INTRODUCED, READ AND PASSED on first and final reading by the affirmative vote
of the City Council of the City of Friendswood on this the 5th day of August, 2024.
