THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MET IN A REGULAR MEETING ON
MONDAY, JULY 1, 2024, AT 5:00 P.M. IN THE COUNCIL CHAMBERS, FRIENDSWOOD CITY
HALL, LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM:

1. CALL TO ORDER
Mayor Foreman called the meeting to order with a quorum present at 5:00 P.M.; all members were present.
2. INVOCATION
The invocation was led Pastor Bobby Kirkpatrick of Friendswood Friends Church.
3. PLEDGE OF ALLEGIANCE - United States and State of Texas
Mayor Foreman led the Pledge of Allegiance of the United States and the Pledge to the State of Texas.
4. COUNCIL COMMENTS AND REPORTS
Councilmember Branson stated that the father of Ms. Cheryl Bullion, a long-time volunteer with
Friendswood ISD and the Friendswood Schools Museum, had passed away earlier in the day and she
extended her condolences to the family.
Mayor Foreman noted that the Parks and Recreation Department's Concert Series held during the months
of May and June was outstanding. In addition, the City hosted "The Gathering," which is an event that
celebrates all Friendswood volunteers and City Staff. Mayor Foreman also congratulated the winners of
the photo contest and noted that he absconded with one of the award winners. He took a copy for his office
because it was such a great photo.
Councilmember Griffon shared that the Senior Activity Center is busy over the summer with Village on
the Park bingo and lunch on July 11`h, a trip to Heritage Village, Clyde Gray House Museum and Picket
House in Woodville, Texas, on July 16', lunch at the Stingy Restaurant in Marina, on July 18th, and the
Hometown Opera in Pasadena, July 9th, among others. All seniors over the age of sixty (60) can attend.

Councilmember Matranga thanked Deputy Nikki Bender and Director Brian Mansfield from the City's
Emergency Services Department for providing members of the City Council with National Incident
Management Systems (NIMS) Overview training.
Councilmember Hanks also extended her condolences to Ms. Cheryl Bullion over the loss of her father.
She further thanked the Knights of Columbus for providing the lunch at The Gathering. Councilmember
Hanks noted that The Gathering is a great Friendswood tradition where the community thanks the City's
Staff and volunteers for their service.
5. PUBLIC COMMENT
Mr. Chris Johnson requested to speak before the Council regarding the proposed amendments to the
Council's rules of procedure. He encouraged the Council not to reduce the time frame for public comment
during public hearings from five (5) minutes to three (3) minutes.
Mr. Phillip Ratisseau requested to speak before the Council to express his discontent with the Council's
leadership with controversial items, particularly those related to a proposed development and its related
boulevard.
6. WORK SESSION TOPICS
A. Receive and discuss an update regarding the City of Friendswood Capital Improvement Projects.
Director of Engineering Jil Arias presented the item to Council and provided a presentation on the City's
Quarterly Capital Improvement Projects Update.
The first project for discussion is the Blackhawk Boulevard, Phase II-B. Mr. Arias noted this is the portion
that is currently under construction on Blackhawk Boulevard. One of the project's major milestones is the
installation of the water line and underground work, which is the longest portion of the project. Mr. Arias
shared that the project was behind schedule primarily due to inclement weather and supply chain delays.
Nevertheless, the project is moving forward, and they are looking at a November timeframe for the
completion of this project. Additionally, Blackhawk Boulevard, Phase, II-C, the portion to complete
Blackhawk, is currently in the engineering phase. Mr. Arias explained that entails repackaging the design
into bid documents that will be approved by staff prior to going out for bid this summer.
Mr. Arias then discussed two (2) projects that the City of Friendswood is in collaboration with Harris
County, Precinct Two. The City has been notified that the precinct has decided to partner with them to
signalize the intersection of Bay Area Boulevard and Grissom Road. The large majority of the traffic
going through that intersection comes from League City. Last year, the City of Friendswood put stop signs
at that intersection because of a multitude of accidents that could have been prevented by a stop sign.
Since then, they have not had those issues. League City performed a traffic study at that intersection and
determined that a signal was needed. They have asked Harris County to take this into their inventory of
signals and become the responsible entity moving forward.
Furthermore, Fire Station No. Two (2) is complete with only minor items pending completion. Mr. Arias
noted the contractor has turned over the keys to the City and that the facility is move -in -ready.

As it relates to the twenty-four (24) inch Water Line Crossing Project, Mr. Arias explained this project is
for a waterline that will connect the City,of Friendswood's Downtown District to Blackhawk Boulevard.
This project is being funded by the American Rescue Plan Act (ARPA) funds and has ninety percent
(90%) of its engineering plans completed. Once these plans are completed, they will be submitted to City
Staff for final review and approval before being bid out in the next few months.
With regard to the Tank Rehab Project, Mr. Arias relayed the old water tower has been updated and
repainted. He noted this is one of the three (3) water towers that have been completed in the last year. The
fourth is a ground storage tank located at the Surface Water Plant No. One (1) at the intersection of
Blackhawk and FM528 that will be rehabbed next. Mr. Arias noted this is a significant tank in the City's
water system. Staff is going to wait after the summer when water usage decreases to begin the rehab.
Mr. Arias relayed that the City has a number of projects with Houston Galveston Area Council (H-GAC).
The projects are being led by the H-GAC and include the Friendswood Master Trail Plan and Parkway
Corridor Study. The following notes were provided regarding these two (2) projects:
• The Friendswood Master Trail Plan is at the request for qualifications (RFQ) phase. Staff is
currently evaluating the qualifications submissions of several consultants that responded to the
RFQ. This Master Trail Plan will be incorporated into the City's Parks Master Plan.
As it relates to the Friendswood Parkway Corridor Study, H-GAC is in the process of putting its
public participation plan together which is going to outline the schedule for public meetings to
collect input on the parkway.
Mr. Arias further noted that there are several projects that Staff are calling the "Cant' -Over Spending
Projects." These would utilize federal dollars funded through H-GAC that need to be spent within the next
two years. The projects are along FM528 that are designed to reduce congestion and improve traffic flow.
These projects are in the design phase with Texas Department of Transportation (TxDOT) and include:
• FM528 at Bay Area Boulevard for additional lanes utilizing
turning movements & decrease time at intersection;
• FM528 at Winding Way for new northbound right turn lane;
• FM528 at FM 518 for dual left turn lanes along FM 528; and
• FM528 at Sunset for restriping and reprogramming of traffic
southbound Sunset.

The fifth project Mr. Arias presented was Friendswood Parkway "E" Phase, which is the environmental
and preliminary engineering phase of this project. Mr. Arias noted this relied on the completion of the
Corridor Study that he previously mentioned.
With no questions from the Council, Mayor Foreman thanked Mr. Arias for the report.
Mayor Foreman took the agenda out of order and called for the Manager's Report, Items 8.A. through 8.I.,
to be considered at this time.
8. CITY MANAGER'S REPORT
a. Present an update concerning the National Parks and Recreation Month (July 2024).

City Manager Morad Kabiri noted this is a very busy time for the Parks and Recreation Department with
its summer programming and 4"i of July events. He recognized July as National Parks and Recreation
Month and thanked Staff and volunteers for the hard work they do to maintain a spectacular series of parks
and programming.
b. Present an update regarding Food Truck Tuesdays at Stevenson Park.
City Manager Morad Kabiri stated that the City has Food Truck Tuesdays through the summer and is
being led by the Friendswood Farmer's Market. Every Tuesday night in July, there will be food trucks
outside of Stevenson Park offering a variety of food to park goers and residents.
c. Present an update regarding Park's Tayor Swift Tribute Band event.
City Manager Morad Kabiri announced there will be a Taylor Swift cover band coming to Friendswood
in September. Tickets went on sale last week and are close to being sold out. The band will be at Centennial
Park on September 20', at 8:00 P.M.
d. Present an update on the Battle of the Patches Blood Drive.
City Manager Morad Kabiri shared that today was the Battle of the Patches between the police departments
of Friendswood and Pearland to see who could get more blood donations. While he did not have the results
yet, Mr. Kabiri felt confident that Friendswood PD would prevail.
e. Acknowledge the Friendswood Police Department for being recognized as a top "Power User"
by Flock Safety.
City Manager Morad Kabiri announced that the Friendswood Police Department (FPD) was recognized
by the Flock Safety Power Group. Mr. Kabiri explained "Flock" are the automated license plate readers
that are located throughout the City. Friendswood was recognized for being a Top 20 user out of over
3,000 communities. Mr. Kabiri applauded the FPD's efforts to leverage and looking for ways to better
utilize this technology in order to serve the community and provide a safer environment.
f. Recognize the Knights of Columbus Mary Queen Council 8494 for its donation to the
Friendswood Police Department, the Friendswood Emergency Medical Services Division and
the Friendswood Volunteer Fire Department.
City Manager Morad Kabiri shared that the Knights of Columbus at Mary Queen Catholic Church recently
gave donations to the City's Emergency Services Department and Police Department in recognition of the
hard work that they do and to help them continue their efforts. Mr. Kabiri thanked the Knights of
Columbus for their contribution.
g. Receive an update concerning the Interlocal Agreement with the Galveston County
Consolidated Drainage District for the Master Drainage Plan.
City Manager Morad Kabiri stated that several months back, the City of Friendswood executed an
interlocal agreement to partner with the Galveston County Drainage District for a Master Drainage Plan.

However, shortly after the execution of that agreement, the City acquired a 90-10-grant through the Texas
Division of Emergency Management to fund a Master Drainage Plan for the City of Friendswood. As
such, the Drainage District requested to take their share to look at other areas within their jurisdictions
that are outside of Friendswood, but that will compliment Friendswood's Master Drainage Plan, which
the agreement allows. Staff feels that with this grant, the agreement monies can be maximized to better
support the region by both entities.
h. Present an update regarding Hurricane Preparedness.
City Manager Morad Kabiri announced the City is now in hurricane preparedness mode. He noted there
have already been two (2) named storms this season with a third one coming shortly. Mr. Kabiri
encouraged everyone to (1) register for city alerts, (2) identify their needs as they relate to their homes,
and (3) prep their hurricane equipment and food supplies. Lastly, he encouraged residents to purchase
flood insurance.
i. Present an update on the Apollo 11 Landing— Celebrating the 55th Anniversary at Friendswood
Library.
City Manager Morad Kabiri recognized the 55' anniversary of the Apollo 11 landing on the moon. He
noted that in recognition of this event, the Friends of the Library will be hosting a celebration on Monday,
July 15th at 7:00 P.M., with Retired NASA Engineer, Harold Benson who will explain NASA's Space
Program's impact on Friendswood.
Mayor Foreman returned to the original order of the agenda and called for Item 7.A.
7. ZONE CHANGE REQUEST FOR 3111 W PARKWOOD AVE, SPECIAL USE PERMIT TO
ALLOW NAICS USE #237, HEAVY AND CIVIL ENGINEERING CONSTRUCTION WITH
AN UNDERLYING ZONING OF BUSINESS PARK
a. Conduct a public hearing regarding a request for a Specific Use Permit (SUP) to allow NAICS
Use #237, Heavy and Civil Engineering Construction, to be located at 3111 W. Parkwood
Avenue, which is zoned Business Park (BP), being 15.5244 acres out of Beatty, Seale & Forewood
Survey, Section 5, Abstract Number 625, and I. & G.N.R.R. Company Survey, Section 23,
Abstract Number 624, Friendswood, Galveston County, Texas.
Mayor Foreman opened the public hearing at 5:30 P.M. and requested that the Staff give the Council an
overview of the item.
Director of the Community Development Department Aubrey Harbin stated that the subject properly has
an underlying zoning of Business Park District. She noted that this tract is undeveloped and has limited
frontage on West Parkwood Avenue with the L-shape of the parcel sitting quite a way back off FM528.
The proposed developer for this property is Standard Constructors Incorporated, which is a family -owned
company. She noted that some of the family members live in Friendswood and want to move their business
from Houston to Friendswood. Ms. Harbin noted that the proposed development will include a three (3)
story office building that will sit towards the front of the property.

Ms. Harbin further noted that this property encumbered a lot of issues to develop. Nevertheless, the
developers have been able to find a way to use the property. Ms. Harbin also noted that the development
will have two (2) single -story equipment buildings to store their equipment with access to FM528. Lastly,
she noted that this development will house forty (40) to sixty (60) employees in Friendswood.
The Planning and Zoning Commission conducted a public hearing regarding this item on June 13th. No
one spoke in opposition and the Commission voted six to zero to approve the requested zone change.
With no one signed up to speak, Mayor Foreman closed this public hearing at 5:33 P.M.
b. Consider an ordinance regarding a proposed Specific Use Permit (SUP) to allow NAICS Use
#237, Heavy and Civil Engineering Construction, to be located at 3111 W. Parkwood Avenue,
which is zoning is Business Park (BP).
A motion was made by Councilmember Griffon and seconded by Councilmember Erenwert, approving
Ordinance No. 2024-19, as submitted; however, there was discussion prior to the vote.
Councilmember Matranga asked if this development met the eight (8) part test for granting this specific
use permit. Director of Community Development Department Aubrey Harbin confirmed that this
development met the Specific Use Permit (SUP) eight (8) part test.
Councilmember Griffon asked if the equipment will be on location and if there would be a huge traffic
influx on FM528. Mr. Tom Hinkley, Chair of the Planning and Zoning Commission responded that most
of the development's equipment would stay out for extended periods of time and would not be housed at
the facility very often. As such, there would not be a large traffic impact on FM528.
Councilmember Griffon inquired if this development would drain into Dickinson Bayou. City Manager
Morad Kabiri stated that the development is within the Dickinson Bayou Watershed; therefore, it would
drain into Dickinson Bayou. With no further comments, Mayor Foreman called for a vote.
The vote for the motion on the table was as follows:

administered by the Texas General Land Office.

plant height," 70-80 "Minimum branch height above street gutter flow lines," and 70-81
"Extending into street" of the Friendswood City Code to revise the permitted height of plants,
trees, and branches in and over restricted areas, including visibility triangles and other traveled
public ways.

c. Consider a resolution adopting an updated vision statement for the City of Friendswood.
A motion was made by Councilmember Hanks and seconded by Mayor Foreman to approve a Resolution
No. R2024-20, with the following language:
The City of Friendswood is dedicated to supporting a safe, family- and business- friendly
community by providing quality public services, fostering a vibrant economic climate, and
ensuring robust emergency operations through fiscal responsibility.
To achieve this, City Council desires to invest in our personnel and proactively address drainage,
flooding, and mobility issues, while diversifying a tax base that will nurture a strong sense of
community.
The Council discussed the item briefly and concurred on the proposed language. With Council's
consensus, Mayor Foreman called for a vote.
The vote was as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, ADOPTING A VISION STATEMENT FOR THE CITY COUNCIL OF THE
CITY OF FRIENDSWOOD; REPEALING ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS INCONSISTENT OR IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
d. Consider a resolution amending the City Council's Rules of Procedure to refine the procedures
for purposes of efficiency and conformance with state and local laws.
A motion was made by Councilmember Griffon and seconded by Councilmember Hanks to approve
Resolution No. R2024-21; however, discussion took place prior to the vote.
A motion was made by Councilmember Ellisor and seconded by Mayor Foreman to amend Resolution
No. R2024-21, to keep the time for public comment during public hearings at five (5) minutes per speaker
instead of three (3) minutes. The vote was as follows:

AN EFFECTIVE DATE.
11. CONSENT AGENDA
A motion was made by Councilmember Branson and seconded by Councilmember Erenwert to approve
the Consent Agenda Items I I.A. through I I.I. The vote was the following:

e. Consider authorizing a Buyout License Agreement with Ignatius and Janet Leonards for
property located at 0 Colonial Drive and more particularly described as Lot 14, Block 6,
Heritage Estates, Section 2, Galveston County, Texas.
I. Consider appointing Denise Spruiell to the Community & Economic Development Committee
for a three-year term beginning immediately and ending on June 30, 2027.
g. Consider approving the ad valorem tax report for May 2024.
h. Consider approving the minutes of the City Council Regular Meeting held on June 3, 2024.
i. Consider approving the minutes of the City Council Special Meeting held on June 22, 2024.
12. EXECUTIVE SESSION
A. Recess into and conduct an executive session pursuant to Section 551.071 of the Texas
Government Code to seek the advice of the City's attorneys regarding Cause No. 18-CV-0108;
Tostado v. City of Friendswood, in the 122nd Judicial District Court, Galveston County, Texas.
At 5:49 P.M., Mayor Foreman recessed and convened into an Executive Session pursuant to Section
551.071 of the Texas Government Code to seek the advice of the City Attorney regarding a legal matter.
At 6:10 P.M., Mayor Foreman reconvened the meeting and announced that, in accordance with Section
551.102 of the Texas Government Code, no action was taken in the Executive Session.
13. ADJOURNMENT
With there being no further business, Mayor Foreman adjourned the July 1, 2024, City Council Regular
Meeting at 6:10 P.M.
