RECONVENE INTO OPEN SESSION
A discussion was held regarding the proposed Fiscal Year 2008-09 General Operating Budget for the City
of Friendswood. Acting City Manager Roger Roecker presented the budget overview for Fiscal Year
2009. The budget included proposed revenues, expenditures and all funds on General Fund revenues,
water and sewer revenues, expenditures by department, General Fund balance, 90 day reserve $5.1
million, water and sewer reserve at $2.2 million, cost per month with breakdown for general government
by department and water and sewer, 11,000 utility accounts, list of Force at Work (FAW) for general
funded Decision Packages, general funded and unfunded Decision Packages and FAW.
Councilmember Holbert stated $1.25 million needed to fund all Decision Packages and real estate would
need 7.8% tax rate to fund, or less than that, and asked what the rate was in 1995. He stated he believes
all request should be funded.
Acting City Manager Roger Roecker stated he does not believe all Decision Packages are needed.
Councilmember Holbert stated he would rather spend time on funding unfunded decision packages and is
ready to approve the budget as presented.
EXECUTIVE SESSION
Council convened into Executive Session in accordance with the Texas Government Code, pursuant to
Section 551.072-Deliberation regarding Real Property.
Council convened into Regular Session with no action taken later in the meeting.
