NEWMAN MAYOR PRO-TEM KITTEN HAJECATE COUNCILMEMBER MEL MEASELES COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY COUNCILMEMBER JANIS LOWE CITY ATTORNEY JOHN OLSON CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE ABSENT FROM THE MEETING DUE TO SURGERY WAS COUN.CILMEMBER TOM MANISON. INVOCATION WAS GIVEN BY KEN SUIT WITH FIRST BAPTIST CHURCH OF FRIENDSWOOD. PLEDGE OF ALLEGIANCE WAS GIVEN BY BOY SCOUT PACK 224 - SCREAMING EAGLE PATROL. MAYOR NEWMAN PROCLAIMED RECOGNITION OF THE "FAMILY OF THE YEAR" • PROGRAM AND PRESENTED THE GOVERNMENT FINANCE OFFICERS ASSOCIATION "AWARD OF FINANCIAL REPORTING ACHIEVEMENT" TO ROGER C. ROECKER, DIRECTOR OF ADMINISTRATIVE SERVICES. **COUNCILMEMBER STUART MOVED FOR APPROVAL OF APPOINTMENT OF COUNCILMEMBER HAJECATE AS MAYOR YRO-TEM FOR NOVEMBER 1993 THROUGH MAY 1994 . SECONDED BY COUNCILMEMBER MEASELES. MOTION APPROVED;. UNANIMOUSLY. MAYOR NEWMAN ANNOUNCED THE BRIO SITE WILL HAVE OPEN HOUSE ON • - SATURDAY, NOVEMBER 6 FROM 10 TO 2, REPORTED THE COUNCIL WILL MEET WITH THE 4TH OF JULY COMMITTEE AT THE NEXT WORKSHOP MEETING AND REQUESTED COUNCIL SUBMIT RECOMMENDATIONS FOR APPOINTMENTS TO THE,: 4TH OF JULY COMMITTEE WHICH HAS NUMEROUS VACANCIES. COUNCILMEMBER LOWE EXPRESSED SUPPORT FOR THE FAMILY OF THE YEAR PROGRAM AND THE IMPORTANCE FOR THE COMMUNITY TO RECOGNIZE FAMILY • "UNAPPROVED" January 10, 1994 agenda UNITS , POINTED OUT THE SIDEWALKS ARE BEING UTILIZED A GREAT DEAL FOR WALKING AND JOGGING AND REPORTED SHE IS LOOKING FORWARD TO THE T.M. L . ANNUAL CONFERENCE TO BE HELD IN SAN ANTONIO . COUNCILMEMBER RALEY EXTENDED PRAYERS AND BEST WISHES TO COUNCILMEMBER MANISON DURING HIS SURGERY AND RECOVERY PERIOD , REPORTED ON THE COUNSELING CENTER CONTRACT AND PROPOSED COUNCIL MEETING WITH THE COUNSELING COMMITTEE IN WORKSHOP AND REPORTED THE HIGHWAY CONSTRUCTION ON FM 528 IS COMPLETING THE LAST LANE TO ALVIN. COUNCILMEMBER STUART REPORTED ON ATTENDING THE C. C .D.D. MEETING AND FLOOD PROJECTS , REMINDED EVERYONE TO VOTE IN THE ELECTION TUESDAY FROM 7 TO 7 . COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE PLANNING AND ZONING COMMISSION MEETING ON OCTOBER 21 AND THE BICYCLE ADVISORY MEETING ON OCTOBER 29 AND REPORTED THERE IS A VACANCY ON THE BICYCLE ADVISORY COMMITTEE IF ANYONE IS INTERESTED , CONGRATULATED ADMINISTRATIVE SERVICES ROGER ROECKER AND STAFF FROM THE FINANCE DEPARTMENT FOR A OUTSTANDING JOB, STRESSED HIS SUPPORT OF THE FAMILY OF THE YEAR PROGRAM AND STATED THE FAMILY UNIT AWARD IS THE HEIGHT OF AMERICA AND FAMILIES SHOULD STRIVE TO KEEP THE FAMILY UNIT TOGETHER AND STATED IF COUNCILMEMBER MANISON NEEDS A BLOOD DRIVE SET UP TO CONTACT HIM. COUNCILMEMBER HAJECATE EXPRESSED HER CONCERNS FOR COUNCILMEMBER MANISON AT THIS TIME , REPORTED ON THE CORRESPONDENCE RECEIVED FROM TXDOT REGARDING LIGHTS FOR VARYING LOCATIONS IN THE CITY, CONGRATULATED ROGER ROCKER AND THE STAFF IN FINANCE FOR A JOB WELL DONE. MAYOR NEWMAN REPORTED HIGHWAY DEPARTMENT IS POURING CONCRETE ON THE LEFT HAND SIDE OF FM 528 FROM HIGHWAY 35 TO FRIENDSWOOD AND WITH GOOD WEATHER SHOULD HAVE THIS COMPLETED NEXT WEEK AND POSSIBLY BE COMPLETELY FINISHED BY CHRISTMAS, THANKED THE STEELES FOR NEGOTIATION WITH THE DRAINAGE EASEMENT NEEDED AND URGED EVERYONE TO VOTE NOVEMBER 13 ON THE THIRTEEN CONSTITUTIONAL AMENDMENTS AND THE COUNTY BOND ELECTION. MR . LEE GRIFFITH APPEARED BEFORE COUNCIL TO CONTINUE TO REQUEST COUNCIL TO MOVE ON THE SPORTS COMPLEX PROPERTY AND REMINDED COUNCIL THAT FEBRUARY IS DEADLINE TO PLANT SEED GRASS FOR THE FIELDS. MS. KATHY JACKSON APPEARED BEFORE COUNCIL AND STATED SHE REPRESENTED A GROUP OF CONCERNED CITIZENS REGARDING THE PROPOSED ANNEXATION OF MUD 55 AND MUD 1 AND STRESSED COUNCIL IS MOVING TO QUICKLY . CITY MANAGER REPORTED ON THE NEW CITY HALL COMMITTEE MEETINGS , NEGOTIATIONS WITH INTERACT FOR COUNSELING SERVICE CONTRACT, BEST WASTE CONTRACT , STATUS OF CONSTRUCTION CONTRACTS AND REQUESTS FOR TRAFFIC SIGNAL SURVEYS, UPDATE ON BRIO AND SUGGESTED PROGRAM POSSIBLY ON DECEMBER 6 AND REPORTED THE FIRE ARTS COUNCIL HAS "UNAPPROVED" January 10, 1994 agenda ZONING AND REPORTED HE FEELS THE ONLY AREA THAT WOULD BE APPROPRIATE WOULD BE THE INDUSTRIAL DISTRICT AND REPORTED HE LOOK FOR TEXAS MUNICIPAL LEAGUE TO LOBBY TO CHANGE THE ZONING LAWS TO PROVIDE FOR ZONING FOR RESIDENTIAL BUFFERS. DISCUSSION REGARDING ANNEXATION OF AREAS ENCOMPASSED BY MUD #55 AND BAYBROOK MUD 01 WITH COUNCILMEMBER TOM MANISON MAKING THE PRESENTATION ON THIS PROPOSAL. COUNCILMEMBER MANISON REPORTED HE HAS BEEN WORKING ON THIS PROPOSAL FOR THE LAST EIGHTEEN MONTHS AND HAD MENTIONED THIS PROPOSAL TO COUNCIL AT THE COUNCIL JUNE RETREAT. COUNCILMEMBER MANISON STATED HE HAS WORKED WITH THE STAFF AT HGAC AND CITY PLANNER HOOVER AND SEVERAL CITY OF HOUSTON COUNCILMEMBERS TO OBTAIN SOME OF THE VERY PRELIMINARY MATERIAL BEFORE COUNCIL AT THIS MEETING. COUNCILMEMBER MANISON STATED THE CITY WOULD HAVE TO MOVE QUICKLY TO ACCOMPLISH ANNEXATION BEFORE JANUARY 1 , 1994. DISCUSSION WAS HELD BY COUNCILMEMBERS WITH COUNCILMEMBER STUART AND LOWE EXPRESSING CONCERN REGARDING FINANCES, TAXES, POPULATION, TAX EXEMPTIONS, TAX RATES, INDEBTEDNESS, FEELS PREMATURE TO BE DISCUSSING WITH HOUSTON AND NEED MORE INFORMATION FROM MUDD 55 FIRE DEPARTMENT. COUNCILMEMBER STUART STATED HE HAS SIXTEEN WRITTEN QUESTIONS HE WOULD LIKE TO SEE ANSWERED BEFORE CONSIDERING THIS ANNEXATION. COUNCILMEMBER MEASELES STATED HE HAS TALKED TO SOME OF THE CITIZENS LIVING IN THIS AREA AND THEY SUPPORT THIS PROPOSAL AND ASKED ABOUT TAX RATES AND IF ANNEXATION WOULD RAISE FRIENDSWOOD TAXES. COUNCILMEMBER HAJECATE STATED SHE SUPPORTED OBTAINING ADDITIONAL INFORMATION. COUNCILMEMBER RALEY STATED HE SUPPORTING CHECKING INTO THE POSSIBILITY OF THIS ANNEXATION AND STATED THE PEOPLE IN HERITAGE PARKS HAVE ESSENTIALLY NO POLICE PROTECTION. MAYOR NEWMAN SUGGESTED IF MEMBERS OF COUNCIL HAVE ADDITIONAL CONCERNS OR QUESTIONS TO SUBMIT THEM TO CITY MANAGER OR CITY SECRETARY. MOTION MADE AND APPROVED FOR ADJOURNMENT AT 9 : 50 PM.
