NEWMAN MAYOR PRO-TEM KITTEN HAJECATE COUNCILMEMBER MEL MEASELES (ARR. 8 : 25) COUNCILMEMBER TOM MANISON COUNCILMEMBER ED STUART COUNCILMEMBER JANIS LOWE CITY ATTORNEY TODD STEWART CITY MANAGER RON COX ASSISTANT CITY SECRETARY LINDA THORNTON MAYOR NEWMAN CALLED THE MEETING TO ORDER . INVOCATION WAS GIVEN BY FATHER TOM HUHN, MARY QUEEN CATHOLIC CHURCH. MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE. ***** FIVE STAR AWARD ***** CITY MANAGER PRESENTED THE FIVE STAR AWARD TO CITY EMPLOYEE BOBBY KNAPPE WHO IS EMPLOYED IN THE COMMUNITY DEVELOPMENT DEPARTMENT AS ENGINEERING AIDE . MAYOR NEWMAN PROCLAIMED THE WEEK OF OCTOBER 23-31 , 1993 AS "RED RIBBON CAMPAIGN WEEK" , THE WEEK OF OCTOBER 24-30 , 1993 AS "PHARMACY WEEK" AND SUNDAY , OCTOBER 24 , 1993 AS "HERITAGE DAY" AND PRESENTED THE PROCLAMATION TO MEMBERS OF THE HERITAGE SOCIETY AND THE CENTENNIAL COMMITTEE. GALVESTON COUNTY JUDGE RAY HOLBROOK APPEARED BEFORE COUNCIL TO PRESENT INFORMATION ON THE PROPOSED BOND ELECTION WITH $8 MILLION DESIGNATED FOR JAILS . MS . LAURA EMMONS WITH THE REPORTER NEWS, APPEARED BEFORE COUNCIL TO DISCUSS THE DESIGNATION OF THE OFFICIAL NEWSPAPER . MR . BRIAN PIERPONT WITH THE GALVESTON DAILY NEWS APPEARED BEFORE COUNCIL TO DISCUSS THE DESIGNATION OF THE OFFICIAL NEWSPAPER . "UNAPPROVED" January 10, 1994 agenda MR. PHILLIP MCKINLEY REPRESENTING HERITAGE PARK VILLAGE AND MUD 55 APPEARED BEFORE COUNCIL IN SUPPORT OF THE PROPOSED ANNEXATION OF THIS AREA. MR. RON RITTER , RESIDENT OF WEDGEWOOD VILLAGE APPEARED BEFORE COUNCIL TO SPEAK IN REGARDS TO THE PROPOSED ANNEXATION OF MUD 55 AND MUD 1 AREA, STATING COUNCIL SHOULD SEEK MORE INFORMATION, CONSIDER BOTH PARTIES, CITY AND THE MUD 'S, COST' S RELATING TO ANNEXATION AND STATED THE CITY SHOULD GO FORWARD ON REQUESTING INFORMATION . MR. RALPH LOWE, APPEARED BEFORE COUNCIL TO SPEAK IN REGARDS TO THE PROPOSED ANNEXATION OF MUD 55 AND MUD 1 . DR . WILLIAM P. JONES APPEARED BEFORE COUNCIL TO SPEAK IN REGARDING TO THE PROPOSED ANNEXATION OF MUD 55 AND MUD 1 AREA AND SUGGESTED THE CITY LOOK LONG AND HARD AT THIS PROPOSAL . DR . JONES ALSO STATED HE IS OPPOSED TO THE PROPOSED REZONING OF THE CHURCH ON WINDSONG. MR. J. W. LEAVESLEY, PRESIDENT OF WINDSONG HOMEOWNERS ASSOCIATION APPEARED BEFORE COUNCIL TO EXPRESS CONCERN REGARDING THE PROPOSED REZONING OF THE CHURCH ON WINDSONG. MR . J . MICHAEL LE BLANC APPEARED BEFORE COUNCIL AND REQUESTED COUNCIL TO TABLE ACTION ON THE REZONING OF THE CHURCH ON WINDSONG. MR . HOWARD YEAGER APPEARED BEFORE COUNCIL TO STATE HE IS OPPOSED TO THE PROPOSED ANNEXATION OF MUD 55 AND MUD 1 DUE TO THE INDEBETEDNESS. MR. DENNIS BAILEY APPEARED BEFORE COUNCIL ON BEHALF OF CREEK COMMUNITY SWIM ASSOCIATION (dba FRIENDSWOOD AREA SWIM TEAM) TO DISCUSS A COVER FOR THE SESQUICENTENNIAL SWIMMING POOL WHICH WOULD COST APPROXIMATELY $60 , 000 . COUNCIL REFERRED THIS REQUEST TO THE PARKS BOARD FOR REVIEW AND COMMENT. CITY MANAGER MANAGER REPORTED ON SOUTH FRIENDSWOOD INTERCEPTOR PROJECT, STATUS OF REQUEST TO TXDOT FOR FM 518 MEDIAN CUT AND BRIO AIR EMISSION. **COUNCILMEMBER MANISON MOVED FOR APPROVAL TO AUTHORIZE COLLECTION OF ADDITIONAL INFORMATION FOR PREPARATION OF MUNICIPAL SERVICE PLAN FOR POSS]_JiLl ANNEXATION OF MUD #55 AND BAYBROOK MUD #1 AND AUTHORIZE THE SUBMITTAL OF PROPOSAL TO CITY OF HOUSTON FOR POSSIBLE RELEASE OF EXTRA TERRITORIAL JUR].SDICTION AND ADD A SEVEN MEMBER BLUE RIBBON COMMITTEE TO BE APPOINTED WITH LIAISONS FROM THE PROPOSED AREA AND INVESTIGATE THIS PROPOSAL AND BRING _ .,_ a 4 is« I In r.iitJNC=IJ_, IC 1 ( 1 ELES.
