MINUTES OF A MEETING OF THE FRIENDSWOOD BLUE RIBBON ANNEXATION
RESEARCH COMMITTEE THAT WAS HELD ON THE 1ST DAY OF DECEMBER , 1993
AT 7 : 00 PM AT THE FRIENDSWOOD PUBLIC LIBRARY CONFERENCE ROOM WITH
THE FOLLOWING PRESENT :

CHAIRMAN RITTER CALLED THE MEETING TO ORDER AND INTRODUCED MAYOR
NEWMAN .
MAYOR NEWMAN THANKED EVERYONE FOR SERVING ON THIS IMPORTANT
COMMITTEE , REPORTED SHE HAS SPOKEN TO HOUSTON MAYOR LANIER
REGARDING THIS STUDY AND MAYOR LANIER ADVISED HE WOULD KEEP A
OPEN MIND TO THE POSSIBILITY OF ANNEXING MUD 55 AND MUD 1 . MAYOR
NEWMAN ADVISED THE COMMITTEE SHE APPOINTED RON RITTER AS CHAIR
DUE TO HIS EXPERTISE AND VARIED BACKGROUND WITH THE CITY AND WITH
THE ANNEXATION PROCESS . MAYOR INTRODUCED EACH MEMBER OF THE
COMMITTEE AND PROVIDED BACKGROUND DETAIL ON EACH MEMBER AS TO
THEIR SELECTION TO SERVE ON THIS COMMITTEE . MAYOR NEWMAN
INTRODUCED CITY OF FRIENDSWOOD STAFF SUPPORT , RON COX , CITY
MANAGER , DAVID HOOVER , PLANNER AND DELORIS MCKENZIE , CITY
SECRETARY . MAYOR NEWMAN REQUESTED THE COMMITTEE TO STUDY THE
FEASIBILITY OF ANNEXATION OF MUD 55 AND MUD AND TO PROVIDE A
WRITTEN REPORT TO MAYOR AND COUNCIL AS SOON AS POSSIBLE .
A LENGTHY DISCUSSION FOLLOWED WITH MEMBERS OF THE COMMITTEE AND
STAFF DISCUSSING INFORMATION THE COMMITTEE WILL NEED IN ORDER TO
PREPARE A FEASIBILITY STUDY . CHAIRMAN RITTER ADVISED THERE WERE
SOME PAGES MISSING FROM THE FINANCIAL REPORTS THAT HAD BEEN
PROVIDED TO THE COMMITTEE IN PREPARATION FOR THIS MEETING . STAFF
RECOPIED THE DOCUMENTS AND PROVIDED THE MISSING PAGES TO THE
COMMITTEE . CHAIRMAN RITTER REVIEWED THE MAPS OF THE AREA TO BE
ANNEXED WITH THE MEMBERS OF THE COMMITTEE AND EXPLAINED THERE IS
A SMALL PORTION OF MUD 1 THAT IS NOT CONTIGUOUS WITH FRIENDSWOOD
CITY LIMITS AND COULD NOT BE RELEASED UNLESS HOUSTON RELEASED
THIS AREA AND THAT HOUSTON WOULD NOT NEGOTIATE THIS PIECE DUE TO
BE ADJACENT TO THE BAY BROOK MALL AREA . CHAIRMAN RITTER STATED
THERE AREA TWO DISTRICTS , MUD 55 AND MUD 1 , AND ONE SMALL AREA TO
BE RESOLVED , THAT ARE BEING DISCUSSED FOR ANNEXATION AND STATED
HE FELT THE COMMITTEE SHOULD LOOK AT EACH DISTRICT INDEPENDTLY .
CHAIRMAN RITTER STATED THAT WITH MORE UP TO DATE INFORMATION MAY
CHANGE THE CITY FORMULA FOR STAFFING , STATING THE POPULATION
FIGURES MAY BE LOW WHICH STAFF WILL NEED TO REVIEW AND RESPOND .
CHAIRMAN RITTER ADVISED THERE IS A AREA BEING DEVELOPED IN MUD 55
AT THIS TIME WITH APPROXIMATELY 177 HOMES PLANNED . CHAIRMAN
RITTER ADVISED THAT 27 ACRES ON FM 528 AND BLACKHAWK HAS BEEN
ACQUIRED FOR A NEW CLEAR CREEK SCHOOL TO BE COMPLETED IN JULY OF
1995 . STAFF ADVISED THERE IS A INTERMEDIATE , JUNIOR HIGH AND A
FOOTBALL FIELD PLANNED FOR THIS TRACT OF LAND .
DISCUSSION WAS HELD THE DEVELOPMENT OF THE 177 HOMES IN MUD 55
WITH REGARDS TO LOT SIZES AND IT WAS DETERMINED IF THE
DEVELOPMENT IS PLATTED PRIOR TO ANNEXATION , LOT SIZES WOULD BE
HONORED , OTHERWISE THE LOT SIZES AND THE DEVELOPMENT WOULD HAVE
TO MEET CITY REQUIREMENTS
CHAIRMAN RITTER REVIEWED LAND USE AND PROVISION OF SERVICES , AREA
DESCRIPTION AND ZONING AND WATER AND SEWER SERVICES . DISCUSSION
WAS HELD REGARDING THE CURRENT CAPACITIES WITH THE SOUTH EAST
WATER PLANT AND THE BLACKHAWK TREATMENT PLANT , AREAS SERVED AND
CAPACITY FOR AREAS TO BE DEVELOPED . DISCUSSION WAS HELD THAT THE
DAILY OPERATION OF MUD 55 IS HANDLED BY A MIDDLE MANAGER , THERE
ARE NO EMPLOYEES OF MUD 55 AND THE CONTRACT WITH THE MIDDLE
MANAGER WILL TERMINATE IF THE ANNEXATION OCCURS . DISCUSSION WAS
HELD REGARDING CITY IMPACT FEES WHICH ARE A FLAT FEE OF $820 AND
CAN BE COLLECTED IF THE AREA IS ONLY PLATTED AT THE TIME OF
ANNEXATION AND CAN NOT BE COLLECTED IF THE WATER AND SEWER IS
ALREADY COMPLETED . DISCUSSION WAS HELD REGARDING FIRE PROTECTION
AND THE INPUT NEEDED FROM FRIENDSWOOD FIRE DEPARTMENT AND E .M . S . .
CHAIRMAN RITTER STATED BOTH FIRE DEPARTMENTS IN HERITAGE PARK
AREA NEED TO BE CONTACTED AND DETERMINE THE EXISTING EQUIPMENT
AND THEIR EQUIPMENT NEEDS AND ADDITIONAL PERSONNEL NEEDED .
DISCUSSION WAS HELD REGARDING DEVELOPING THE REPORT FOR COUNCIL
AND IT WAS DETERMINED TO HAVE STAFF PREPARE ANNEXES FOR EACH AREA
SUCH AS WATER , WASTEWATER , FIRE AND AMBULANCE , ETC . CHAIRMAN
RITTER REVIEWED THE POLICE DEPARTMENT NEEDS AND STATED THE
POPULATION NUMBERS APPEAR TO BE MORE THAN ESTIMATED DUE TO
DEVELOPMENTS AND THAT ONE EXTRA PATROL MAY NOT BE ADEQUATE .
STAFF ADVISED THE POLICE CALLS FOR HERITAGE PARK AREA WERE 2 , 800
IN 1991 AND 2 , 900 IN 1992 AND STATED WHEN THE NEW SCHOOL COMES IN
WHEN INCREASE STAFF NEEDS FOR THE DARE PROGRAM, CROSSING GUARDS ,
ETC . WHICH ARE NOT INCLUDED IN THE ORIGINAL REPORT .
DISCUSSION WAS HELD REGARDING THE FOLLOWING ISSUES THAT THE
COMMITTEE HAS REQUESTED STAFF RESPOND TO ; ARE THE PARKS OWNED BY
H/O ASSOC . AND ARE THERE A ADEQUATE NUMBER OF PARKS BASED ON THE
PARK PLAN , NEED TO DISCUSS WITH C . C . S . D . AND COMMITTEE JOINT USE
OF PARK FACILITIES , STREET LIGHTING COSTS , INVENTORY ROADWAYS AND
INFRASTRUCTURE , COST ESTIMATE TO WIDEN EL DORADO TO WILDERNESS
TRAILS FOR A FOUR LANE HIGHWAY WITH BRIDGE , POSSIBLY EXTEND
BEAMER TO FM 528 , WIDEN HOPE VILLAGE ROAD , BARRICADES BETWEEN
WEDGEWOOD SID AND HERITAGE PARK SID , SOLID WASTE , LIBRARY NEEDS ,
