IN THE COUNCIL CHAMBERS, FRIENDSWOOD CITY HALL, LOCATED AT 9.10 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM: Steve Rockey Mayor Pro Tern Sally Branson Councilmember Trish Hanks Councilmember Joe Matranga Councilmember Brent Erenwert Councilmember Mike Foreman Mayor Morad Kabiri City Manager Karen Horner City Attorney Leticia Brysch City Secretary 1. CALL TO ORDER ' Mayor Foreman called the meeting to order with a quorum present at 5:02 P.M.; all members were present. 2. INVOCATION The invocation was led by Daivd Lorenz, Senior Pastor, First Baptist Friendswood. 3. PLEDGE OF ALLEGIANCE —United States and State of Texas Pastor Lorenz led the Invocation and Pledge of Allegiance for both the United States and the State of Texas. 4. PUBLIC COMMENT Mayor Foreman stated that there were no speakers and moved onto the next item. 5. COUNCIL COMMENTS AND REPORTS A. Recognize Councilmember Steve Rockey for his 12 years of service to the City of Friendswood City Council. Mayor and Councilmembers spoke of their experiences in serving with Mayor Pro Tern Rockey and provided stories and well wishes as he moved on from serving on the Council. City Council Special Meeting Minutes May 14, 2024 Page 2 of 4 Mayor Pro Tern Rockey thanked everyone and expressed his gratitude to the Council and City Staff for their hard work and continued efforts for the citizens of Friendswood. Mahor Pro Tern Rockey also provided gifts to the sitting members of Council as well as those with whom he served in previous years. 6. ELECTION CANVASS A. Canvass the returns of the City of Friendswood Special Election held on May 4, 2024. City Secretary Lettie Brysch handed the sealed election results to the City Council for the May 4, 2024, Special Election for their review and tabulation. Mayor Foreman read the following tabulated results: The voter summary was as follows: VOTER SUMMARY NUMBER OF VOTERS TOTAL ABSENTEE BALLOTS CAST 213 EARLY VOTING VOTES CAST 1,123 ELECTION DAY VOTES CAST 455 PROVISIONAL VOTES CAST 0 NUMBER OF REGISTERED VOTERS 30,639 NUMBER OF VOTERS THAT VOTED 1,791 VOTER TURNOUT 5.85% The General Election summary was as follows: TOTALVOTESCAST BOW lee9uage Absentee Early Election Total X V votin Da PROPOSITION NO. PASSED TOTALS 213 1123 455 1791 100.00% Mayor Foreman delivered the election return tally lists, early voting, and election day results along with all supporting documentation to the City Secretary, the custodian of election records, who shall preserve them for the required retention period. At 5:28 P.M., Mayor Foreman concluded the canvass of the City's May 4, 2024, Special Election. City Council Special Meeting Minutes May 14, 2024 Page 3 of 4 B. Consider an ordinance declaring the results of the city of Friendswood Special Election held on May 4, 2024. A motion was made by Councilmember Erenwert and seconded by Councilmember Branson to approve Ordinance No. 2024-15, regarding Agenda Item 6.13. The vote was the following: Ayes: Mayor Mike Foreman, Councilmember Trish Hanks, Mayor Pro Tem Steve Rockey, Councilmember Sally Branson, Councilmember Joe Matranga, Councilmember Robert J. Griffon and Councilmember Brent Erenwert. Nays: None. ORDINANCE NO.2024-15 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRJENDSWOOD, TEXAS, DECLARING THE RESULTS OF THE SPECIAL ELECTION HELD MAY 4,2024, CONCERNING THE REAUTHORIZATION OF THE LOCAL SALES AND USE TAX IN THE CITY OF FRIENDSWOOD AT THE RATE OF THREE -EIGHTHS OF ONE PERCENT TO CONTINUE PROVIDING REVENUE FOR MAINTENANCE AND REPAIR OF MUNICIPAL STREETS; MAKING OTHER PROVISIONS RELATED TO SUCH ELECTION; AND PROVIDING FOR THE EFFECTIVE DATE. 7. SWEARING -IN CEREMONY - A. Administer the oath of office to Mike Foreman for the office of Mayor, John Ellisor for the office of Councilmember, Position No. 1, and Trish Hanks for the office of Councilmember, Position No. 3. Mayor Foreman presented the certificate of election, and District Court Judge Kerry Neves administered the oath office and statement of elected official to Councilmember John Ellisor. Mayor Foreman presented the certificate of election, and Municipal Court Judge James Woltz administered the oath of office and statement of elected official to Councilmember Trish Hanks. Mayor Foreman received the certificate of election, and Municipal Court Judge James Woltz administered the oath of office and statement of elected official to Mayor Mike Foreman. 8. ADJOURNMENT A. Consider the election of the Mayor Pro Tem. A motion was made by Councilmember Hanks and seconded by Councilmember Griffon to approve the election of Councilmember Joe Matranga to serve as Mayor Pro Tem for the next year. ADJOURNMENT With there being no further business to discuss, Mayor Foreman adjourned the May 14, 2024, City Council Special Meeting at 5:39 P.M.
