A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS,SETTING A PUBLIC HEARING UNDER SECTION 311.003 OF THE TEXAS
TAX CODE FOR THE CREATION OF A TAX INCREMENT REINVESTMENT
ZONE, CITY OF FRIENDSWOOD, TEXAS, BEING MORE PARTICULARLY
DESCRIBED AS APPROXIMATELY 326 ACRES OF LAND GENERALLY
LOCATED ALONG FM 528/W. PARKWOOD AVENUE. AT THE INTERSECTION
OF FRIENDSWOOD PARKWAY,EXTENDING NORTHWEST TO THE CITY LIMIT
OF FRIENDSWOOD AND SOUTHWEST OF BAKER ROAD AND ALSO
INCLUDING THREE OF THE FOUR CORNER TRACTS AT THE INTERSECTION
OF FM 528/W. PARKWOOD AVENUE AND FRIENDSWOOD PARKWAY,
WHOLLY LOCATED WITHIN GALVESTON COUNTY AND THE CORPORATE
LIMITS OF THE CITY OF FRIENDSWOOD, TEXAS; AND PROVIDING FOR AN
EFFECTIVE DATE.

WHEREAS, the City of Friendswood, Texas (the "City"), is authorized under Chapter 311 of the
Texas Tax Code,as amended(the "Act"),to create a tax increment reinvestment zone within its corporate
limits; and
WHEREAS,the City Council wishes to hold a public hearing in accordance with Section 311.003
of the Act regarding the establishment of a tax increment reinvestment zone to include approximately 326
acres of land generally located along FM 528/W. Parkwood Avenue at the intersection of Friendswood
Parkway, extending northwest to the city limit of Friendswood and southwest of Baker Road and also
including three of the four corner tracts at the intersection of FM 528/W. Parkwood Avenue and
Friendswood Parkway, wholly located within Galveston County and the corporate limits of the City of
Friendswood,Texas(the"Zone");and
WHEREAS, the boundaries of the Zone are generally depicted in Exhibit "A," which exhibit is
attached hereto and incorporated herein for all intents and purposes; and
WHEREAS,in order to hold a public hearing for the creation of the Zone,notice must be given in
a newspaper of general circulation in the City no later than the 7th day before the date of the hearing in
accordance with Section 311.003 of the Act; and
WHEREAS,the City Council desires to hold a public hearing on June 3,2024, on the creation of
the Zone;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,STATE OF
TEXAS:
Section 1. That the findings set forth in the recitals of this resolution are found to be true and
correct.
Section 2. That the City Council of the City of Friendswood hereby sets a public hearing on June
3, 2024, at 5:30 p.m., in the Council Chamber of the City Hall of the City of Friendswood, located at 910
S. Friendswood Drive, Friendswood, Texas,for the purpose of hearing any interested person speak for or
against: (i) the inclusion of property within the Zone; (ii) the creation of the Zone and its benefits to the
City and to the property in the Zone;(iii)the boundaries of the Zone;and/or(iv)the concept of tax increment
financing.
Section 3. At the public hearing,the City Council shall hear testimony regarding and will provide
a reasonable opportunity for the owner of any property within the Zone to protest the inclusion of their
property within the Zone. After closing the public hearing,the City Council will consider the adoption of
an ordinance creating the Zone and other related matters.
Section 4. That the City Secretary is hereby authorized and directed to cause notice of such public
hearing to be published in a newspaper of general circulation in the City on or before May 22,2024,which
notice shall be in substantially the form that is attached hereto as Exhibit "B" and incorporated herein for
all intents and purposes.
Section 5. That this resolution shall be effective immediately upon its passage and approval.

NOTICE OF PUBLIC HEARING
ON CREATION OF A REINVESTMENT ZONE
The City Council of the City of Friendswood will hold a public hearing on Monday June 3, 2024, at 5:30
p.m. in the Council Chamber of the City Hall of the City of Friendswood, located at 910 S. Friendswood
Dr., Friendswood, Texas 77546, on the creation of a reinvestment zone and its benefits to the City of
Friendswood and to property within the zone. The proposed zone consists of approximately 326 acres of
land generally located along FM 528/W. Parkwood Avenue at the intersection of Friendswood Parkway,
extending northwest to the city limit of Friendswood and southwest of Baker Road and also including three
of the four corner tracts at the intersection of FM 528/W. Parkwood Avenue and Friendswood Parkway,
wholly located within Galveston County and the corporate limits of the City of Friendswood, Texas. A
map depicting the boundaries of the proposed reinvestment zone is available in the office of the City
Secretary at Friendswood City Hall, 910 S. Friendswood Dr.,Friendswood,Texas 77546, and is available
for public inspection.
At the public hearing, all interested persons may speak for or against the creation of the proposed
reinvestment zone,its boundaries,and/or the concept of tax increment financing;and any owner of property
within the proposed reinvestment zone shall be provided a reasonable opportunity to protest the inclusion
of their property within the proposed reinvestment zone. After the public hearing, the City Council will
consider adoption of an ordinance creating the reinvestment zone.
