Meeting Minutes of December 12, 2023 — 4:00 P.M.
City Hall Council Chambers

1. Call to order
The meeting was called to order at 4:00 p.m. with a quorum present.
Present: Dr. Rebecca Hillenburg, President; Elmer "Bubba" Johnson, Vice President; Arden Trey Hill,
Member; Ron Cox, Member; Alton Todd, Member; Dr. Pat McGinnis, Member
Staff members present: Steven Rhea, Assistant City Manager; Karen Horner, City Attorney; Aubrey
Harbin, Director of Community Development; Kristina Cuellar, Secretary
Councilmembers: Sally Branson
Absent: Paul Marx, Secretary/Treasurer

3. Approval of Minutes
Consider the approval of the minutes of the Friendswood Downtown Economic Development
Corporation Meeting held on November 14, 2023.
Motion to Approve: McGinnis
Second: Todd
Vote: 5/0 Approved (one member was not present for vote)
4. Work Session Topics
A. Presentation and discussion regarding future Friendswood Downtown Economic Development
Corporation projects.
Rhea summarized projects from the Downtown District Improvement Plan that have been completed
and ones that are outstanding. The group discussed which projects would be best for the
forthcoming future; burying powerlines in the downtown district area is on top of the list as it would
make a significant visual impact but would be more of a long-term project requiring guidance. The
group will ask Marx to start investigating information on what it would take to bury the power lines.
For a short-term project, the group will look into adding bicycle lanes and installing gateway signage.
Rhea will contact a consultant to put together a plan of action for installing the bicycle lanes, and will
also gather pricing for the gateway signage.
S. Reports
A. Receive and discuss the TxDOT Curbs, Ramps, Sidewalks, and Traffic Signals Project report.
Rhea stated that the sidewalk contractor has remobilized and started working in various areas
replacing bricks. The traffic signal and pedestrian signals are all operational, timers for the traffic
signals are being adjusted.
B. Receive and discuss the FM 518 Illumination Project report.
Rhea stated that the project is 20% - 25% done, the goal is once circuits are completed to illuminate
for a brief test run. Anticipating an annual agreement from Texas New Mexico once light wattage is
determined.
C. Receive and discuss the Friendswood Downtown Economic Development Corporation Financial
Report for October 2023.
Rhea presented the updated financial report with a $3,302,660 Beginning Fund Balance for October
2023, added revenue of $75,034 and expenditures of $1,333, including staff services. The
ending fund balance is $3,375,053.

With no further business to discuss, the meeting was adjourned at 5:30 p.m.
