Friendswood Drive, Friendswood, Texas 77546 1. Call to order The meeting was called to order at 4:00 p.m. with a quorum present. Present: Dr. Rebecca Hillenburg, President; Elmer "Bubba" Johnson, Vice President; Paul Marx, Secretary/Treasurer; Arden Trey Hill, Member; Ron Cox, Member; Alton Todd, Member Staff members present: Steven Rhea, Assistant City Manager; Karen Horner, City Attorney; Aubrey Harbin, Director of Community Development; Kristina Cuellar, Secretary Councilmembers: Sally Branson Absent: Dr. Pat McGinnis, Member 2. Citizen comments None 3. Approval of Minutes Consider the approval of the minutes of the Friendswood Downtown Economic Development Corporation Meeting held on August 8, 2023. Motion to Approve: Cox Second:Johnson Vote: 6/0 Approved 4. Business Items A. Consider approving Change Order No. 2 between the Friendswood Downtown Economic Development Corporation and Pfeiffer & Sons, Ltd, for the Fm 518 Illumination Project. Rhea explained that Pfeiffer & Son, Ltd notified staff that with various cost savings throughout the project, for an additional $90,000, the project could continue past Castlewood Ave to Whispering Pines, which was the original project scope. Pfeiffer & Son, Ltd issued a change order to save time and cost. City Staff presented the change order no. 2 to the City Council on November 6, 2023. The City Council approved Change Order No.2 pending FDEDC's approval. Motion to Approve: Todd Second:Cox Vote: 6/0 Approved S. Reports A. Receive and discuss the TxDOT Curbs, Ramps, Sidewalks, and Traffic Signals Project report. Rhea stated that most sidewalks have been installed, and the sidewalk contractor has remobilized and started working in various areas. The pedestrian signals are on; however, due to safety concerns, TXDOT wants pedestrians to cross once the ramps are complete. City staff has expressed to TXDOT that there is no way to keep citizens from crossing and that it would be safer to activate pedestrian cross signals now that the ramps are complete. Most of the old signals and mast arms have been removed. Rhea stated that fiber optic cabling has been installed, and the traffic signals have been timed. B. Receive and discuss the FM 518 Illumination Project report. Rhea stated that 37 of 123 foundations have been poured, and 25 of 123 poles have been installed. Thirty-five properties will require an easement due to site conditions and obstructions, with easement surveying to take approximately two weeks. Hillenburg questioned when the poles would be lit. Rhea stated that the goal is to energize the streetlights in sections, starting with the area along the heart of downtown. Marx questioned if the lights would be meter serviced. Rhea explained that they would be metered, costing an estimated $350 - $400 a year to be paid by the city. Cox asked about receiving credit from TNMP for streetlights that will be removed once the project is complete. Rhea stated that TNMP will give the city credit for removing streetlights belonging to TNMP. Cox asked about existing decorative lights being removed. Rhea stated that the City will work with property owners to coordinate the removal of decorative streetlights. C. Receive and discuss the Friendswood Downtown Economic Development Corporation Financial Report for October 2023. Rhea presented the updated financial report with a $3,302,660 Beginning Fund Balance for October 2023 with added revenue of $73,726 and expenditures of $1,333, including staff services. The ending fund balance is $3,375,053. 6. Adjournment With no further business to discuss, the meeting was adjourned at 4:35 p.m.
