A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS ESTABLISHING AN EMPLOYEE
RECYCLING PROGRAM AND ENCOURAGING RECYCLING
EFFORTS THROUGAOUT FRIENDSWOOD.

WHEREAS, sanitary landfill capacity across the nation is an increasingly scarce
resource and must be preserved; and
WHEREAS, much of the materials entering the waste stream can be recycled, reused or
incorporated into manufacturing new products; and
WHEREAS, City participation in and promotion of recycling and other waste diversion
and reduction strategies conserves valuable resources, is the sustainable way to conduct business,
and reduces the volume of material disposed at a landfill, thereby extending its life and
minimizing disposal costs; and
WHEREAS, it is in the public interest to form an active waste diversion practices within
the City organization and provide necessary guidance to City departments to implement an
organizational recycling effort in coordination with IESI's curbside recycling program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS by the Mayor and City Council of the City of Friendswood, Texas:
Section 1. That the Mayor and City Council hereby go on record as encouraging all
individuals to reduce the amount of waste that they generate on a day to day basis.
Section 2. That the Mayor and City Council hereby go on record as encouraging
businesses, industries, government agencies, nonprofit organizations and individuals to pledge
their support of waste reduction by reusing, recycling and buying recycled products.
Section 3. That the City of Friendswood shall begin an organization-wide recycling
program,the description and scope of which is attached hereto as Exhibit A.

Subject: City of Friendswood Recycling Program Implementation Plan
Date: November 27, 2007
City Council has asked the Manager to implement an organization-wide employee recycling
effort. Absent any specific scope-related direction from Council, the Manager is recommending
a program that utilizes IESI's current recycling capacity. Please note that recyclables not
accepted by IESI are not considered in this recycling effort. Any City endeavor to go above and
beyond IESI's current recyclables would generate unfunded responsibilities for which the City
does not currently have resources.
IESI's recycling program in Friendswood:
The following is a list of items that the City of Friendswood will and will not recycle in
concurrence with IESI's residential/commercial recycling program.
Items that the COF will recycle: Items that the COF will NOT recycle:
• Paper(all types, including • Household hazardous waste
newspaper, magazines and • Tires
corrugated paper) • Motor Oil
• Flattened Cardboard (tape needs • Concrete/asphalt
to be removed) • Batteries/electronic waste
• Clear glass bottles and jars • Other recyclables not accepted as a part
(lids, caps, neck rings removed) of IESI's curbside recycling program
• Clear, green, and opaque plastic
milk,juice, water and soda

• Aluminum beverage cans and
steel cans (metal tabs can be
recycled)
Those recycling do not need to sort these aforementioned recyclable items for collection,
although lids, caps and neck rings must be removed from bottles.
Recommendation:
The Manager recommends that the City utilize IESI's existing curbside recycling service for the
recycling of paper,plastic, glass and cans at the following 4 City locations:
• City Hall
• Friendswood Public Library
• Public Safety Building
• Public Works building
The Manager will also coordinate recycling efforts that utilize IESI's existing curbside recycling
program with the Friendswood Volunteer Fire Department.
Further, the Manager recommends that we begin this effort with the option of recalibrating the
program after a three month evaluation period. IESI is amenable to locating a recycling
dumpster at the aforementioned 4 locations, and Staff has the ability to collect and dump IESI-
approved recyclables in the outside bins.
