MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, OCTOBER 29, 2007 AT 6:00 PM AT FRIENDSWOOD CHAMBER OF COMMERCE,
CONFERENCE ROOM, 1100A S. FRIENDSWOOD DR, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Pro-Tem Chris Peden and City Secretary Deloris McKenzie were absent from the meeting.
Mayor Smith called the meeting to order.
6:00 PM—SPECIAL MEETING
Discussion was held with the Planning and Zoning Commission and Community and Economic
Development Committee regarding updating the Comprehensive Land Use Plan for the City and
presentation by Dr. Jason Murasko, Assistant Professor of Economics, University of Houston-Clear Lake
on Fiscal Impact Study for future land use options.
Community and Economic Development Director, Karen Capps, introduced Dr. Murasko. Dr. Murasko
presented his Fiscal Impact Study for future land use options, discussed the economic tax impact, the tax
impact analysis from 1998 to 2020, and sensitivity analysis. The trends used to project volume in
residential growth and commercial growth were discussed. Dr. Murasko further stated that there is no
historical data on acreage but an alternative would be to examine tax units over time. Additionally,
residential growth in 1998 was 8,595 and 2004 was 10,464 and commercial and industrial growth in 1998
was 258 and in 2004 was 304. The City of Friendswood depends more on residential property for a tax
base and current development pattern favors residential property. The City can maintain a stable tax rate
if property values stay at 40%; however, the greatest uncertainty derives from the growth in property
values.
Mayor Smith commented that he derived four variables from the presentation which are property values,
rate of change and expenditures with some of the expenditures controllable and uncontrollable and mix of
property and percentage of revenue based on tax revenue.

A joint discussion with City Council, Planning and Zoning Commission and Community and Economic
Development Committee was held regarding validating the proposed draft to the Comprehensive Land
Use Plan, including the Future Land Use maps. Proposed changes included a revision of the plan every
finro years, the Downtown District, additional parks, drainage plan, a layered map, color coding the same
for all of the maps, prioritizing changes, mixed-use (special plans), transportation (traffic patterns),
analysis of property usage, update thoroughfare, change Brittany Bay at West Ranch, and add school
sites to map. The consensus was to make changes and seek public input through public hearings on the
proposed changes.
The meeting was adjourned at 8:05 PM. ,
