DETAILS RELATING THERETO; AND CONTAINING
OTHER PROVISIONS RELATING TO THE SUBJECT

COUNTY OF GALVESTON §
The City Council of the City of Friendswood, Texas , con-
vened in regular session, open to the public , at the City Hall
within said City on the 4th day of November , 1968, with the
following members and the City Secretary present , to-wit :

when, among other business , the following was transacted:
A resolution was introduced which was read in full .
Alderman Woods made a motion that the resolution be
adopted . Alderman Hamil seconded the motion for
adoption of the resolution. The motion, carrying with it the
adoption of the resolution, prevailed by the following vote :

The Mayor thereupon announced that the resolution had
been duly and lawfully adopted . The resolution thus adopted
follows :

RESOLUTION CALLING BOND ELECTION; PROVIDING
DETAILS RELATING THERETO; AND CONTAINING
OTHER PROVISIONS RELATING TO THE SUBJECT
WHEREAS, the following described bonds have hereto-
fore been issued by the Galveston County Water Control and
Improvement District No . 15 of Galveston County, Texas :
(1) Galveston County Water Control and Improvement
District No . 15 Waterworks and Sanitary Sewer
System Combination Revenue and Unlimited Tax
Bonds , Series 1957 , dated July 1, 1957 , now
outstanding in the aggregate amount of $236,000 ,
maturing serially on the 1st day of March in
each of the years as follows :

standing in the aggregate amount of $25 ,000 , and
maturing on March 1, 1994 ;
and
WHEREAS, the following described bonds have hereto-
fore been issued by the Galveston County Water Control
and Improvement District No . 21 of Galveston County, Texas :

Galveston County Water Control and Improvement
District No . 21 Waterworks and Sewer System
Combination Tax and Revenue bonds , Series 1964 ,
dated November 1, 1964 , now outstanding in the
aggregate amount of $600,000 , maturing serially
on the 1st day of August in each of the years
as follows :

35 ,000 1998/99
and
WHEREAS, the City of Friendswood, having been in-
corporated on or about November 1, 1960 , as a municipal
corporation under the general laws of the State of Texas,
thereafter entered into a contract with the said District
No . 21 whereby said City was empowered, among other things,
to assume control of, maintain and operate the waterworks
and sewer systems of the said District No . 21, to collect
the revenues resulting from the operation of said systems
and to apply such revenues , to the extent and in the manner
provided in said contract , to the payment of the principal
of and interest on said outstanding Series 1964 bonds of the
said District No . 21; and
WHEREAS, the City of Friendswood annexed all of
the territory within said Galveston County Water Control and
Improvement District No . 15 in 1964 , and, after entering into
the contract mentioned in the next preceding paragraph above,
annexed all of the territory within the said Galveston County
Water Control and Improvement District No . 21 in 1967 ; and

WHEREAS, the said City of Friendswood has taken over
all properties and assets , has assumed all debts , liabilities
and obligations and now performs all functions and services
of both said Districts , and both such Districts have been
abolished as provided by law; and
WHEREAS, the City Council of the City of Friendswood,
Texas , deems it necessary and desirable that an election be
called and held within said City for the purpose of voting
on propositions relating to the issuance of water system and
sanitary sewer system revenue bonds of .said City, as herein-
after set forth; Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS :
Section 1 : That an election shall be held in and
throughout the City of Friendswood, Texas , on the 23rd day
of November, 1968, at which election the following proposi-
tions shall be submitted to the duly qualified resident
electors of said City who own taxable property within said
City and who have duly rendered the same for taxation, for
their action thereupon, to-wit :

PROPOSITION NO . ONE
SHALL THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
BE AUTHORIZED TO ISSUE THE REVENUE BONDS OF SAID CITY IN
THE AMOUNT OF $65 ,000, MATURING SERIALLY WITHIN 40 YEARS
FROM THEIR DATE OR DATES, AND BEARING INTEREST AT A RATE
OR RATES NOT EXCEEDING 6% PER ANNUM, FOR THE PURPOSE OF
EXTENDING AND IMPROVING THE CITY ' S WATERWORKS SYSTEM; SAID
BONDS TO BE ISSUED IN ACCORDANCE WITH AND SECURED IN THE
MANNER PROVIDED IN ARTICLES 1111 TO 1118, BOTH INCLUSIVE,
VERNON' S TEXAS CIVIL STATUTES, AS AMENDED; AND TO SECURE
THE PAYMENT OF THE INTEREST ON SAID BONDS AS IT ACCRUES
AND THE PRINCIPAL OF SAID BONDS AS IT MATURES BY PLEDG-
ING THE NET REVENUES FROM THE OPERATION OF SAID WATERWORKS
SYSTEM, AND, AT THE OPTION OF THE CITY COUNCIL, BY ALSO
PLEDGING THE NET REVENUES FROM THE OPERATION OF THE CITY' S
SANITARY SEWER SYSTEM; EACH BOND TO BE CONDITIONED THAT
THE HOLDER THEREOF SHALL NEVER HAVE THE RIGHT TO DEMAND
PAYMENT OF SAID OBLIGATIONS OUT OF ANY FUNDS RAISED OR
TO BE RAISED BY TAXATION; PROVIDED, THAT IF THE CITY COUNCIL
IS AUTHORIZED TO ISSUE THE BONDS DESCRIBED IN THIS PROPO-
SITION AND THE BONDS DESCRIBED IN PROPOSITION NO . TWO,
THEN SAID CITY COUNCIL MAY COMBINE SUCH AUTHORIZED BONDS
INTO ONE ISSUE?
PROPOSITION NO . TWO
SHALL THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
BE AUTHORIZED TO ISSUE THE REVENUE BONDS OF SAID CITY IN
THE AMOUNT OF $635, 000 , MATURING SERIALLY WITHIN 40 YEARS
FROM THEIR DATE OR DATES, AND BEARING INTEREST AT A RATE
OR RATES NOT EXCEEDING 6% PER ANNUM, FOR THE PURPOSE OF
EXTENDING AND IMPROVING THE CITY ' S SANITARY SEWER SYSTEM;
SAID BONDS TO BE ISSUED IN ACCORDANCE WITH AND SECURED
IN THE MANNER PROVIDED IN ARTICLES 1111 TO 1118, BOTH IN-
CLUSIVE, VERNON' S TEXAS CIVIL STATUTES, AS AMENDED; AND

ONE, THEN SAID CITY COUNCIL MAY COMBINE SUCH AUTHORIZED
BONDS INTO ONE ISSUE?

Section 2 : That said election shall be held in accor-
dance with the provisions of the Constitution and laws of the
State of Texas , and only duly qualified resident electors of
said City who own taxable property within said City and who have
duly rendered the same for taxation shall be qualified to vote .
Section 3 : That the entire City is hereby established
as one election precinct, and the Council Chamber of the City
Hall within said City is hereby designated as the polling place
for said election. The following are hereby appointed officers
to conduct said election:
Mr. J. 3 . Sore Presiding Judge
Mr. Otto Kaardt Alt . Presiding Judge
and the said Presiding Judge shall appoint not less than two
nor more than three persons to serve as election clerks .
Section 4 : That it is hereby determined that voting at
said election shall be by the use of voting machines , and the
ballots of said election shall conform to the Election Code of
the State of Texas , and shall have printed thereon the follow-
ing:

REVENUE BONDS
Each voter desiring to vote in favor of a proposition shall pull
the voting pointer down indicating "For" such proposition, and
each voter desiring to vote against a proposition shall pull
the voting pointer down indicating "Against" such proposition.
Section 5 : That as to absentee voting, however, paper
ballots shall be used, and absentee voting shall be conducted
by a clerk for absentee voting, namely, L. B. Cline, City Secre-
tary, and the place at which absentee voting shall be conducted
is the City Secretary ' s office in the City Hall within said City,
which is also the absentee voting clerk' s mailing address to
which ballot applications and ballots voted by mail may be sent .
Said clerk shall keep said office open for at least eight (8 )
hours , that is , from 8 : 00 a .m. to 5 : 00 p .m. , on each day for
absentee voting which is not a Saturday , a Sunday or an offi-
cial state holiday .
The absentee ballots of said election shall conform to
the requirements of the Election Code of the State of Texas ,
as amended, and, in addition, shall have printed thereon the
following :

The voter shall vote on the proposition by placing an "X" in
the square beside the statement indicating the way he wishes
to vote on the proposition.
Section 6 : That notice of said election shall be given
by posting a substantial copy of this resolution at the City
Hall and at one (1) other public place within said City not less
than fourteen (14 ) days prior to the date set for said election,
and by publication of said notice on the same day in each of
two (2 ) successive weeks in The Surburban Journal, a newspaper
of general circulation within said City , published in Dickinson,
Texas, the first of said publications to be made not later than
fourteen (14 ) days prior to the date set for said election.
Section 7 : That this resolution shall take effect im-
mediately and be in full force upon and after its adoption.

I, the undersigned, City Secretary of the City of
Friendswood, Texas , do hereby certify that the attached and fore-
going is a true and correct copy of a resolution adopted by the
City Council of said City at a meeting held on the 4th day of
November, 1968, together with an excerpt from the minutes of
said meeting showing the adoption thereof, as same appear of
record in the official minutes of said City Council on file in
my office .
