A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, DENYING THE PROPOSED RATES AND
CONSOLIDATION CONTAINED IN THE STATEMENT OF INTENT FILED
BY CENTERPOINT ENERGY RESOURCES CORP., D/B/A CENTERPOINT
ENERGY ENTEX AND CENTERPOINT ENERGY; MAKING OTHER
FINDINGS RELATED THERETO; DIRECTING THE CITY SECRETARY TO
SEND NOTICE OF THIS RESOLUTION TO THE COMPANY AND LEGAL
COUNSEL; AND PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, the City of Friendswood, Texas (the "City") is a gas utility customer of
CenterPoint Energy Resources Corp., d/b/a CenterPoint Energy Entex and CenterPoint Energy
Texas Gas ("CenterPoint" or"Company") within the unincorporated areas of the Houston, Texas
Coast, Beaumont/East Texas, and South Texas Divisions, and a regulatory authority with an
interest in the rates and charges of CenterPoint; and
WHEREAS, the City is a member of Cities Served by CenterPoint Gas (the "Coalition"),
a coalition of similarly situated cities served by CenterPoint(such participating cities are referred
to herein as "Cities") that have joined together to efficiently and cost effectively review and
respond to natural gas issues affecting rates charged in the Houston, Texas Coast, Beaumont/East
Texas, and South Texas Divisions; and
WHEREAS, on or about October 30, 2023, CenterPoint filed with the City a Statement of
Intent to Increase Rates seeking to increase natural gas rates by $37.4 million annually and to all
customers residing in the City; and
WHEREAS, the Coalition is coordinating its review of CenterPoint's Statement of Intent
filing with designated attorneys and consultants to resolve issues in the Company's filing; and
WHEREAS, through review of the application, the Coalition's consultants determined
that CenterPoint's proposed rates are excessive; and
WHEREAS, the Coalition's members and attorneys recommend that members of the
Coalition members deny the Statement of Intent;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this resolution are
hereby found to be true and correct.
Section 2. That the rates proposed by CenterPoint to be recovered through its gas
rates charged to customers located within the City limits are hereby found to be unreasonable
and are hereby denied.
Section 3. That the Company shall continue to charge its existing rates to customers
within the City.
Section 4. That the City's reasonable rate case expenses shall be reimbursed in full by
CenterPoint within thirty(30)days of the adoption of this Resolution.
Section 5. That the City Secretary is hereby directed to send a copy of this resolution
to Keith L. Wall, CenterPoint Energy, at P.O. Box 2628, Houston, Texas 77252-2628, and to
Jamie Mauldin, General Counsel to the Cities Served by CenterPoint Gas at Lloyd Gosselink
Rochelle&Townsend, P.C., 816 Congress Avenue, Suite 1900, Austin, Texas 78701.
Section 6. This resolution shall be effective immediately upon its passage and
approval.
INTRODUCED, READ, AND PASSED by the affirmative vote of the City Council of
the City of Friendswood on this the 5th day of February, 2024.
