R2024-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, DESIGNATING THE MAYOR AS THE CITY'S REPRESENTATIVE IN SEEKING ELIGIBLE GRANT FUNDS UNDER THE FY25 BULLET-RESISTANT SHIELD GRANT PROGRAM; AUTHORIZING THE SUBMISSION OF SUCH GRANT APPLICATION TO THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF GOVERNOR;AND PROVIDING AN EFFECTIVE DATE. ****************************************************************************** WHEREAS, the purpose of the FY25 Bullet-Resistant Shield Grant Program is to equip peace officers with bullet resistant shields that can be used to combat against active shooter events as well as school shootings; and WHEREAS, the grant funds will be used to purchase five (5) Level III shields for the Friendswood Police Department, which shields will be deployed throughout the City of Friendswood; and WHEREAS, consistent with the Bullet-Resistant Shield Grant Program, the City will provide the required Advanced Law Enforcement Rapid Response Training (ALERRT) to all officers utilizing these shields within 24 months; and WHEREAS,the City Council of the City of Friendswood,Texas,finds it in the best interest of the citizens of Friendswood to pursue a grant under the Bullet-Resistant Shield Grant Program from the Office of the Governor, Criminal Justice Division, for the purchase of five (5) Level III shields; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this resolution are hereby found to be true and correct. Section 2. The City Council of the City of Friendswood,Texas,hereby authorizes and approves the submission of a grant application,pursuant to the FY25 Bullet-Resistant Shield Grant Program, to the Office of the Governor, Criminal Justice Division, in the amount of FORTY THOUSAND NO/100 DOLLARS ($40,000.00) for the purchase of five (5) Level III shields for the Friendswood Police Department. Section 3. The City Council hereby designates and appoints the Mayor of the City of Friendswood as the authorized official to apply for, accept, reject, alter, or terminate the grant on behalf of the City. Section 4. That in the event of loss or misuse of the Criminal Justice Division grant funds, the City Council of the City of Friendswood hereby assures the Criminal Justice Division of the Office of the Governor, State of Texas,that such grant funds will be returned to the Criminal Justice Division in full. Section 5. This resolution shall be effective immediately upon its passage and approval.
