MINUTES
1. CALL TO ORDER
The meeting was called to order at 4:03 pm with the following members present:

2. PUBLIC COMMENTS
Parks and Recreation Director, James Toney introduced Tim May and Cristian Gonzalez with
EHRA landscape Architecture Planning. Mr. May gave an update on the time line for the City
Wide Parks and Trails Master Plan.
3. MINUTES
A Consider approving the minutes of the Community and Economic Development
Committee Regular Meeting, held on October 4, 2023.
Motion to approve: Brown
Second: Winnie
Vote: 5/0 - Minutes Approved
4. DISCUSSION ITEMS
A Discuss the Community and Economic Development Committee economic development
and business retention strategy.
Asimakis informed everyone that the Collaboration Meeting was held on October 5, 2023. She
and Judy were in attendance, along with members from Friendswood Downtown Economic
Development Corporation, Friends of Downtown Friendswood Association, and the Chamber
of Commerce Friendswood. Everyone at the meeting supported what had been accomplished,
and the language used in the messaging points CDEC presented to them. There was a
discussion and decision that the word "small" be removed from `Friendswood is a small
community with a big heart and a strong backbone, longstanding traditions, active charitable
and civic organizations, and an exceptional quality of place to live, work and play. The next
step will be to put the action plan together and have the City Council review and provide
feedback. Asimakis mentioned that a discovery trip to Conroe with members of FDFA has been
confirmed for January 18, 2024.
5. EXECUTIVE SESSION
A. Recess into and conduct an executive session pursuant to Section 551.087 of the Texas
Government Code to deliberate the offer of a financial or other incentive to a business
prospect.
At 4:58 P.M., Chair Asimakis recessed and convened into an executive session pursuant to Texas
Government Code, Section 551.087 of the Texas Government Code to deliberate the offer of a
financial or other incentive to a business prospect.
At 5:35 P.M., Chair Asimakis reconvened Friendswood Community and economic Development
Committee Special Meeting and announced that in accordance with Section 551.102 of the Texas
Government Code, no action was taken in executive session.
6. ACTION ITEM RELATED TO EXECUTIVE SESSION
A. Consider making a recommendation to the City Council regarding a proposed offer of a
financial or other incentive to a business prospect.
Asimakis motioned to postpone the consideration of making a recommendation to City Council
until the December 6t" meeting.

7. REPORTS
A. Received Staff Business Report.
Harbin Stated she would present the Business report for October at the next CDEC meeting.
