Friendswood Drive, Friendswood, Texas 77546 1. Call to order The meeting was called to order at 4:00 p.m. with a quorum present. Present: Dr. Rebecca Hillenburg, President; Elmer "Bubba" Johnson, Vice President; Dr. Pat McGinnis, Member; Arden Trey Hill, Member; Ron Cox, Member Staff members present: Steven Rhea, Assistant City Manager; Karen Horner, City Attorney Councilmembers: Sally Branson Absent: Paul Marx, Secretary/Treasurer; Alton Todd, Member; Kristina Cuellar, Secretary 2. Citizen comments None 3. Approval of Minutes Consider the approval of the minutes of the Friendswood Downtown Economic Development Corporation Meeting held on May 9, 2023. Motion to Approve: Marx Second: Hill Vote: 5 to 0 (unanimous) 4. Business Items A. Discuss and take possible action regarding the adoption of the proposed Fiscal Year 2024 Budget. Motion to Approve: Hill Second:Cox Vote: 5 to 0 (unanimous) Rhea explained that the Corporation has executed some notable projects since 2016 including removal of numerous overhead lines across FM 518, creation of the Lauren Griffith Associates Downtown Improvement Plan, installation of Downtown Street signage, obtaining a partnership with TXDOT for the Curbs, Ramps, Sidewalks and Traffic Signals project, and implementation of the Downtown Illumination Plan. 5. Reports A. Receive and discuss the TxDOT Curbs, Ramps, Sidewalks, and Traffic Signals Project report. Rhea stated that most of the sidewalks have been installed. The sidewalk contractor should be restabilizing various areas. Traffic signals are operational, but not the pedestrian crossings. Traffic signal poles are installed, and most old span wires and poles have been removed; others should be removed soon. Cox asked about fiber option (interlinking) of the signals. Rhea confirmed that has been installed and is operational. All members agreed that the traffic signals look good. B. Receive and discuss the FM 518 Illumination Project report. Rhea stated that electrical services have been installed by Pfiefer & Sons. The Engineering Department marked pole locations for the foundations and the contractor will soon begin installing the first 40 poles soon. Some poles will interfere with existing conditions. ATT will be relocating fiber optic line to accommodate final pole locations. McGinnis brought up the idea of painted utility cabinets. Rhea explained that some in other cities are vinyl wraps and that TXDOT would allow those and would apply them. Cox added that it would be nice to have them on both TxDOT boxes and city boxes. McGinnis suggested the FDEDC logo on some. Rhea explained that the yearly cost for all poles and lighting would be about $300. Cox asked about existing decorative lights being removed. Rhea stated that the City will work with property owners to coordinate removal of decorative street lights. Cox also asked about the sidewalk that would have gone along FM 518 along Friends Church property. Rhea explained that would be discussed and decided at another time; no decisions have been made as of now. C. Receive and discuss the Friendswood Downtown Economic Development Corporation Financial Report for July 2023. Rhea presented the updated financial report with a $2,970,919 Beginning Fund Balance for July 2023 with added revenue of $71,807 and expenditures of $1,333, including staff services. The ending fund balance is $3,041,393. 6. Adjournment With no further business to discuss, the meeting was adjourned at 4:27 p.m.
