Friendswood Drive, Friendswood, Texas 77546 1. Call to order The meeting was called to order at 4:00 p.m. with a quorum present. Present: Dr. Rebecca Hillenburg, President; Elmer "Bubba" Johnson, Vice President; Paul Marx, Secretary/Treasurer; Dr. Patrick McGinnis, Member; Ron Cox, Member Staff members present: Steven Rhea, Assistant City Manager; Aubrey Harbin, Director of Community Development; Karen Horner, City Attorney Councilmembers: Sally Branson Absent: Arden Trey Hill, Member; Alton Todd, Member 2. Citizen comments None 3. Approval of Minutes Consider the approval of the minutes of the Friendswood Downtown Economic Development Corporation Meeting held on February 14, 2023. McGinnis made a motion to approve the minutes, seconded by Marx. All in favor, motion carried unanimously 4 to 0. (Hillenburg was not present for vote) 4. Reports A. Receive and discuss the TOOT Curbs, Ramps, Sidewalks, and Traffic Signals Project report. Rhea stated that the Texas Department of Transportation (TXDOT) had not progressed in the last few months. The discrepancies in the sidewalks have not been completed, nor has TXDOT given any timeline as to when work will begin. The signals are complete, and the change order TXDOT requested for the fiber network interconnections has been approved. Work will start once the price difference for the change order has been reviewed and approved. B. Receive and discuss the FM 518 Illumination Project report. Rhea stated that the change order for the electrical plan was approved, the light poles are currently in fabrication, and the Engineering Department has marked the pole locations along 518. The foundation work will begin once the pole locations and bolt patterns are set. Storage for the poles and luminaires is being discussed; Hillenburg stated that if storage becomes an issue, Friendswood ISD may be able to help with storage. Rhea will send out delivery dates to members once that information is received. C. Receive and discuss the Friendswood Downtown Economic Development Corporation Financial Report for January 2023. Rhea presented the updated financial report with a $2,892,432 Beginning Fund Balance for January 2023 with added revenue of $59,179 and expenditures of $55,023, including staff services. The ending fund balance is $2,896,589. 6. Adjournment With no further business to discuss, the meeting was adjourned at 4:18 p.m.
