Friendswood Downtown Economic Development Corporation (FDEDC)
Meeting Minutes of January 10, 2023 — 4:00 P.M.
City Hall Council Chambers

1. Call to order
The meeting was called to order at 4:00 p.m. with a quorum present.
Present: Dr. Rebecca Hillenburg, President; Elmer "Bubba" Johnson, Vice President; Paul Marx,
Secretary/Treasurer; Dr. Patrick McGinnis, Member; Arden Trey Hill, Member; Alton Todd, Member
Staff members present: Steven Rhea, Assistant City Manager; Aubrey Harbin, Director of Community
Development; Karen Horner, City Attorney
Councilmembers: Sally Branson
Absent: Ron Cox, Member
2. Citizen comments
None
3. Approval of Minutes
Consider the approval of the minutes of the Friendswood Downtown Economic Development
Corporation Meeting held on October 11, 2022. McGinnis made a motion to approve the
minutes, seconded by Hill. All in favor, motion carried unanimously (6 to 0).
4. Business Items
A. Consider making a recommendation to the City Council regarding the proposed conceptual plan
for Stevenson Park Parking Lot
Hillenburg stated that due to calendar dates Keep Friendswood Beautiful (KFB) has not seen the
proposed plans. Rhea explained that back in June of 2022 FDEDC approved a funding request
from KFB for architectural services to be done by HALF and Associates. Three concepts were
created from the input of citizens, which was gathered from town hall meetings and an online
survey. Casey Collins with HALF and Associates presented the group with the three different
proposed plans for Stevenson Park Parking Lot. The group decided that KFB should choose
which plan to recommend being that it is KFBs project and FDEDC only funded the design
portion.
5. Reports
A. Receive a report regarding the TxDOT Curbs, Ramps, Sidewalks and Traffic Signals Project.
Rhea stated that Texas Department of Transportation (TXDOT) decided to keep the brick pavers
instead of replacing them with stamped concrete. TXDOT will have the contractor fix any
discrepancies in the sidewalks. The signals are up and complete however TXDOT requested that
the signals be interconnected with fiber network. The contractor submitted a plan for the
request of interconnection to TXDOT where it is currently being reviewed. Once approved the
signals will be released.
Receive a report regarding the FM-518 Illumination Project.
Rhea stated that staff recommends a decrease in pole height and an installation of upswept -arm
modification to alleviate conflicts with the powerlines. Doing this will also keep a uniformed
layout which was the original intent of FDEDC.
C. Receive the Friendswood Downtown Economic Development Corporation Financial Report for
December 2022.
Rhea presented the updated financial report with a $2,647,562 Beginning Fund Balance for
December 2022 with added revenue of $67,765 and expenditures of $45,073 including staff
services. Ending fund balance is $2,670,254.
6. Adjournment
With no further business to discuss, the meeting was adjourned at 4:46 p.m.
