AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, REAUTHORIZING THE BUILDING PERMIT FEES, CHARGED AS A
CONDITION TO CONSTRUCT, RENOVATE OR REMODEL A STRUCTURE AND
CONTAINED IN APPENDIX D OF THE FRIENDSWOOD CITY CODE; AND
PROVIDING AN EFFECTIVE DATE.

WHEREAS,Section 214.908 of the Texas Local Government Code provides that a building permit
fee is abolished on the 10th anniversary after the date the fee is adopted or most recently authorized unless
the City Council reauthorizes the fee after holding a public hearing; and
WHEREAS,on December 4,2023,the City Council held a public hearing to reauthorize its
building permit fees,which include those charged by the City as a condition to constructing,renovating or
remodeling a structure; and
WHEREAS, after receiving the input at the public hearing,the City Council of the City of
Friendswood desires to reauthorize its existing building permit fees;NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE
OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this ordinance are hereby found
to be true and correct.
Section 2. After conducting a public hearing, the City Council hereby reauthorizes all building
permit fees,including all fees charged by the City of Friendswood as a condition to constructing,renovating
or remodeling a structure in accordance with Section 214.908 of the Texas Local Government Code. Such
fees include, but are not limited to, the following fees, which are contained in Appendix D of the
Friendswood City Code:

Sealed bids will be accepted until 2:00 p.m., Thursday, December 21, 2023, and
shall be opened and read aloud into the public record following the close of the
acceptance period at Pearland City Hall, 3519 Liberty Dr., Pearland TX 77581 for
the following project:
Autumn Lakes Lift Station Rehabilitation

The project area is located at 2355 Harrington Drive, Pearland, Texas 77584.
The project will entail complete in place rehabilitation of the lift station includ-
ing the removal and replacement of the pumps, valves, piping, instrumentation,
meters, fittings, odor control, wet well rehabilitation, concrete work, painting and
protective coatings. The project will also upgrade the electrical controller, add new
electrical panels, SCADA, miscellaneous electrical upgrades, and all other work
as shown in the plan and project manual.
A mandatory pre-bid conference will be held at Engineering & Public Works
Service Center, Rio Grande Training Room, located at 2016 Old Alvin Road,
Pearland, Texas 77581 at 2:30 p.m., CST, Thursday, December 14, 2023. NOTE:
A mandatory pre-bid conference was previously held on November 9, 2023 – at-
tendance at either of these meetings satisfies City requirements to submit a bid
in response to this solicitation.
All bids should be submitted through the E-Bid system located on the City’s web-
site at: https://pearland.ionwave.net/Login.aspx. All interested Bidders are ad-
vised to register as a “supplier” on the City’s E-Bid System at the above website
by clicking on “Supplier Registration” and completing a short registration ques-
tionnaire. Electronic Bid Documents, including Plans, Technical Specifications
and Bid Forms are available for download after registration is approved by City
Purchasing office. No plan fees or deposits are required for bid documents ob-
tained through the City’s E-bid System. Questions regarding electronic bidding

REQUEST FOR RELEASE OF FUNDS
On or about January 5, 2024, the City of Pearland, Texas will submit a request to
the Texas General Land Office for the release of U.S. Department of Housing and
Urban Development (HUD) federal funds under Title 1 of the Housing and Com-
munity Development Act of 1974, as amended, to undertake the following project:

ENVIRONMENTAL REVIEW
The City of Pearland, Texas has determined that the project listed above will be
the subject of an environmental review to determine if the project is subject to an
environmental assessment or an environmental impact statement, or categorical-
ly excluded, or exempt, per HUD regulations in 24 CFR Part 58. Additional project
information is contained in the Environmental Review Record (ERR) on the City’s
website at www.pearlandtx.gov. The Record is also on file at the City of Pearland,

cept the jurisdiction of the Federal Courts if an action is brought to enforce
responsibilities in relation to the environmental review process and that these
responsibilities have been satisfied. HUD approval of the certification satisfies its
responsibilities under NEPA and related laws and authorities, and allows the City
of Pearland, Texas to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The U. S. Department of Housing and Urban Development will accept objections
to its release of funds and the City of Pearland, Texas’ certification for a period of
fifteen days following the anticipated submission date or its actual receipt of the
request (whichever is later) only if they are on one of the following bases: (a) the
certification was not executed by the Certifying Officer of the City of Pearland,
Texas; (b) the City of Pearland, Texas has omitted a step or failed to make a
decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant
recipient has committed funds or incurred costs not authorized by 24 CFR Part
58 before approval of a release of funds by the U. S. Department of Housing and
Urban Development; or (d) another Federal agency acting pursuant to 40 CFR
Part 1504 has submitted a written finding that the project is unsatisfactory from
the standpoint of environmental quality. Objections must be prepared and sub-
mitted in accordance with the required procedures (24 CFR Part 58) and shall be
addressed to HUD at 1331 Lamar St, Houston, TX 77010.
Potential objectors can contact the U.S. Department of Housing & Urban Devel-
opment to verify the actual last day of the State’s objection period, per federal
funds.

A 15-day Public Comment Period is being provided by the City of Pearland for its
HUD Program Year 2022 Community Development Block Grant (CDBG) Consoli-
dated Annual Performance and Evaluation Report (CAPER). A draft of this report
will be available for review for 15 days, from December 14, 2023 – December 28,
2023, by residents, public agencies and other interested parties. The report will

On or about January 17, 2024, the City of Pearland, Texas will submit a request
to the U.S. Department of Housing and Urban Development (HUD) the release
of federal funds under Title 1 of the Housing and Community Development Act of

housing rehabilitation described above will have no significant negative impact

Environmental Impact Statement under the National Environmental Policy Act of
1969 (NEPA) is not anticipated. Additional project information is contained in the
Environmental Review Record (ERR) on the City’s website at www.pearlandtx.
gov and on file at the City of Pearland, Texas City Hall located at 3519 Liberty
Drive and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M. until
February 2, 2024.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to
comment on the projects may submit written comments to Michael Rawlinson at
3519 Liberty Drive, Pearland TX 77581 or by email to mrawlinson@pearlandtx.
gov. The public comment period will begin on December 14, 2023 and end at
5:00pm on January 12, 2024. All comments received by that time on January
12, 2024 will be considered by the City of Pearland, Texas prior to authorizing
submission of a request for release of funds. Comments should specify which
