MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
THURSDAY, MAY 24, 2007 AT 7:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910
SOUTH FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

7:00 PM—SPECIAL MEETING
Mayor Smith and Planning and Zoning Chairman Gibson called a Joint Docketed Public Hearing to order,
to receive comments from the public, either oral or written, regarding the zone classification change
request for a tract of land containing 12.260 acres, being in the A.H. Jackson Survey, A-128, property
located at 1700 FM 528, near Friendswood Lakes Boulevard, Galveston County, TX, from Single Family
Residential (SFR) to Community Shopping Center(CSC). (Manning Estate)
Brett Nichols with Millennium Development, Friendswood resident, spoke in favor of the request, showed
a picture slide show of the Manning house and would like to make the house available to the community
for different events such as weddings, meetings, and community events.
Councilmember LeCour asked Mr. Nichols if Millennium Development is planning on modifying the
property with Mr. Nichols replying that they are not, they will just be modifying to comply with the
Americans with Disabilities Act (ADA), seats approximately 250 people, will convert the horse stalls to an
outside event center with tables, does not plan on modifying anything just yet except to be ADA
compliant. Planning and Zoning member Holland asked about water and sewer for 250 people, Mr.
Nichols stated there will not be City water just a water well. Mayor Smith asked about parking and Mr.
Nichols stated they have ample parking available.
Claude McEwen, Friendswood resident since 1971, urged Council to approve this recommendation, it is
good for Friendswood and hopes Council seriously considers approving.
Dan Kidwell, Friendswood resident, stated as Friendswood progresses into the future, we do not want to
forget the older subdivisions such as Windsong and Sunmeadow subdivisions and others, stated he had
received a letter from Ray Tiedge with Millennium Development about hooking up to Windsong
subdivision, this will increase the traffic and Mr. Tiedge also wrote he does not want to do a traffic study
until they get started and would like to put Twin Lakes Plantation in the back of Windsong and also
connect it to the Manning Estate and wonders how this will be done and also stated when you drain a
pond in a golf course, the wildlife such as the ducks, fish and others will be gone.

Faye Roberson, Friendswood resident, stated she wants to talk about all the other items Millennium
Development wants to do as well as the current 12 acres and stated she is against this request and she
has met with Millennium Development 12 times since January 16, 2007. Planning and Zoning Chair
Gibson asked her to limit her comments to the subject at hand only.
Lily Campbell, Friendswood resident, stated she does not necessarily want to speak against the rezoning,
just would like to know why this is being requested to be rezoned to Community Shopping Center (CSC)
instead of a more appropriate zoning.
Brett Nichols stated the zone change request is just for the house and the driveway to FM 528, no traffic
will be going to Windsong or Sunmeadow subdivisions, FM 528 will only be impacted.
Annette Byrd, Friendswood resident, stated she would like to know why it is requested to be zoned CSC,
it sounds like they could later put a shopping center in that area and is against the request.
Dan Kidwell, Friendswood resident, spoke again stating he has a letter that states opposite of what Brett
Nichols just stated and Millennium Development does intend to use Windsong Subdivision for a loop
concept.
Brett Nichols stated in the letter in question a loop road was suggested and it is for the tract of land at the
dead end of Windsong subdivision which is not up for consideration tonight, this has nothing to do with
the Manning Estate, expects to move quickly and to have it up and running by next week, already has
possible bookings, the plan for the long term is to stay this way for quite some time and the only talk is to
get it going and growing and may have overnight cabanas, CSC's permitted use table was more
appropriate. Planning and Zoning member Holland asked if they would consider a Planned Unit
Development(PUD) and Mr. Nichols stated they would not since CSC was more appropriate.
City Attorney John Olson stated it would have to be to be authorized by the City to occupy the building
before it could be used for business, permitting process will be necessary.
Mayor Smith stated this is about the zoning and usage of the land, not development plans and it is about
rights and privileges granted to this requestor.
Mayor Smith asked Council if they would like to keep the Public Hearing open for public input.
Councilmember Hill stated they received public input and it should be good.
Mayor Smith stated if Council closes the Public Hearing, the Planning and Zoning Commission will
present a recommendation and then Council will discuss again, Mayor Smith received consensus from
Council to close the public hearing.
Hearing no further comments, Mayor Smith and Planning and Zoning Chairman Gibson closed this Joint
Docketed Public Hearing.
This meeting was adjourned at 7:35 PM.
