MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, MAY 21, 2007, AT 6:30 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

Mayor Smith called the meeting to order.
6:30 PM—REGULAR SESSION
The invocation was given by Jim Nelson with Good Shepherd Episcopal Church.
Mayor Smith led the Pledge of allegiance to the United States and to the State of Texas.
COMMENTS FROM CANDIDATES AND OUTGOING COUNCILMEMBERS
Councilmember Measeles thanked each one in the audience for giving him the honor to serve, to give
back to the public, thanked for experience and will continue to think of everyone. As he enjoys
retirement.
Councilmember Horecky thanked his wife JoAnn of 36 years for putting up with absences during his term
on Council, to his parents for raising him to do what is right, colleagues and City Staff for guidance and
advice, expressed appreciation and thanks, heartfelt thanks to those that voted for and those that did not,
got his life back.
Candidate Rives did not attend the meeting.
COMMENTS FROM MAYOR SMITH
Mayor Smith shared his deepest appreciation for time and efforts that each of these men put in, a lot of
work to accomplish what has been accomplished, the thought and hard work that has put in, on behalf of
citizens of Friendswood, thank you for service. A plaque was presented to outgoing Councilmember
Measeles for his 15 years of service last week at a reception held in his honor and presented outgoing
Councilmember Horecky with a plaque for his service on Council.
Councilmember Ewing thanked both Councilmember Measeles and Councilmember Horecky for their
service to this City

Councilmember LeCour stated he had already gave tribute to Councilmember Measeles and would like to
give tribute to Councilmember Horecky for his service, person that has worked for the people, worked
diligently with the drainage district with Councilmember Hill to resolve some drainage issues, brought
relief to citizens to not have to dig detention ponds, helped with cabinet work needed at city hall and he
found someone and saved a lot of money for this City, he is a man that continues to work for our citizens
and this City, he has two values, conservative and Christian values, has stood on those, good friend to
Friendswood and to him.
Councilmember Hill stated to Councilmember Measefes he was glad to have served with him and have
learned from him, he is still having fun and is an inspiration, to Councilmember Horecky the best thing he
has gotten from serving is getting to know Councilmember Horecky, man of his word, likes to get things
done, even with roadblocks, has spent many hours and stated he is truly a Friendswood treasure.
Councilmember Peden stated Councilmember Measeles before serving on Council with his service as
liaison, he was always at 100 percent attendance, owe debt of gratitude, thanked Councilmember
Horecky, good friend to him, learned a lot from him and will miss him.
Councilmember Measeles stated he appreciated Councilmember Horecky and his wife JoAnn, she is a
fantastic cook, will miss her, thanked for service and will miss him.
RESOLUTIONS
*"Councilmember Measeles moved to approve Resolution R2007-22 - a Resolution of the City of
Friendswood canvassing the returns and declaring the results of the General Election held May 12, 2007,
for the purpose of electing two(2)Councilmember's to the City Council of the City of Friendswood.
Seconded by Councilmember Ewing. The motion was approved unanimously.

fifteen (15) propositions relating to the amendment of the Home Rule Charter of the City.
Seconded by Councilmember Horecky. The motion was approved unanimously.

Justice of the Peace Kathleen McCumber administered the Oaths of Office for the newly elected Council
Position No. 4, Lesiie Reid and No 6, Andy Rivera.
COMMENTS FROM NEWLEY ELECTED
Newly elected official Leslie Reid thanked everyone that is here, recognized supporters, thank for
opportunity to serve you and Friendswood and thanked God for allowing to be here, thank you for your
support.

Newly elected official Andy Rivera thanked everyone that voted in election, those that exercised their
rights to vote, not take this right for granted, campaign has been humbling experience, God Bless you
and thank you, thanked his campaign supporters and thanked newly elected Councilmember Reid,
thanked those that supported in many ways, voter turnout was a voter mandate, look forward to
challenge, thanked his dear wife and friend, Rose, thanked for love and support, god bless you, god bless
America, god bless Friendswood.
Mayor Smith thanked the City Secretary's and City Secretary Staff and election workers for an
outstanding job, the many hours worked and another election well done.
A motion was made and approved to adjourn at 7:01 PM.
