1.CALL TO ORDER
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING
COMMISSION THAT WAS HELD ON THURSDAY, JULY 27, 2023, AT 06:00 PM 910 S.

2.OATHS OF OFFICE
A.Administer the oath of office to Commissioner Thomas Hinckley and Commissioner Travis
Mann.
City Planner Harbin provided the oath of office to Chairman Hinckley followed by the oath of office
to Commissioner Mann.
3. COMMUNICATIONS FROM THE PUBLIC
In order to comply with provisions of the Open Meetings Act, the Commission may not deliberate on
subjects discussed under this agenda item. However, the Commission may direct such subjects to be
placed on a later regular Commission agenda for discussion and/or possible action.
None.
4. CONSENT AGENDA
These items are considered routine or ministerial in nature and will be enacted with one motion. There will
be no separate discussion of items unless a commissioner so requests in which case the item would be
removed from the consent agenda and considered separately.
A. Consider approval of the minutes of the Planning and Zoning Commission Regular
Meeting held Thursday, July 13, 2023.
**Commissioner Marcus Rives moved to approve the minutes of the Planning and Zoning
Commission Regular Meeting held Thursday, July 13, 2023. Seconded by Commissioner Travis
Mann. The motion was approved unanimously.
5. DISCUSSION
A. Discuss proposed amendments to Appendix A, "Signs" of the Friendswood City Code.
The Commission discussed whether or not to allow a second monument sign for corner lots with
more than one street frontage. The Commission decided a second monument sign was not
necessary for businesses to adequately advertise, since multiple wall signs are already allowed.
Harbin said any signage regulated or mandated by federal or state governments would pre-empt
local ordinance and would be allowed.
6. COMMUNICATIONS
A. Announcement of the next Planning and Zoning Commission regular meetings for (i)
Thursday, August 10, 2023 and (ii) Thursday, August 24, 2023.
B. Receive Council Liaison updates concerning action taken by the City Council on Planning
and Zoning related items, and Commissioner comments concerning items of community
interest and/or requesting future agenda items.
Councilman Matranga thanked Commissioners Hinckley and Mann for serving another volunteer
term with the commission.
Vice-Chairman Sasson reminded the commissioners to refrain from using Reply All in emails to
avoid a possible walking quorum.
Commissioner Rives reported he attended the Galveston County Consilidated Drainage District
(GCCDD) meetings and that GCCDD approved a preliminary plat for Friendswood Trails Section
4B-5A and a drainage plan for a waterline through Friendswood Trails.
Chairman Hinckley thanked the Ordinance Subcommittee for all their work on the Sign Ordinance
update.

This meeting was adjourned at 06:16 PM.
