1.CALL TO ORDER
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING
COMMISSION THAT WAS HELD ON THURSDAY, JULY 13, 2023, AT 06:01 PM 910 S.

2.COMMUNICATIONS FROM THE PUBLIC
In order to comply with provisions of the Open Meetings Act, the Commission may not deliberate on
subjects discussed under this agenda item. However, the Commission may direct such subjects to be
placed on a later regular Commission agenda for discussion and/or possible action.
None.
3.OATHS OF OFFICE
A. Administer the oath of office to Commissioner Thomas Hinckley and Commissioner Travis
Mann.
Neither Commissioner was present for oath.
4. CONSENT AGENDA
These items are considered routine or ministerial in nature and will be enacted with one motion. There will
be no separate discussion of items unless a commissioner so requests in which case the item would be
removed from the consent agenda and considered separately.
A. Consider approving the minutes of the Planning and Zoning Commission Regular Meeting
held on June 22, 2023.
**Commissioner Marcus Rives moved to approve the minutes of the Planning and Zoning
Commission Regular Meeting held on June 22, 2023. Seconded by Commissioner Catherine
Koerner. The motion was approved unanimously.
5. ACTION ITEMS
A. PROPOSED AMENDMENTS TO THE PERMITTED USE TABLE
i Conduct a public hearing regarding proposed amendments to Appendix C, Zoning
Ordinance, Section 7.P.6. Permitted Use Table, including updates to categories because
of changes to the North American Industry Classification System (NAICS) reference book,
changes in allowed uses in the commercial zoning districts, and to remove sub note (b).5.
S1, which was inadvertently left off changes made with Ordinance 2022-01.
Bennett said the proposed changes to the Permitted Use Table were mainly updates from the
NAICS reference book. She said the other proposed change was to allow permitted commercial
uses in industrial zoning districts. Bennett also stated the S1 note from a previous ordinance
change needed to be removed.
No public comments.

**Commissioner Catherine Koerner moved to approve making a positive recommendation
regarding proposed amendments to Appendix C, Zoning Ordinance, Section 7.P.6. Permitted Use
Table, including updates to categories because of changes to the North American Industry
Classification System (NAICS) reference book, changes in allowed uses in the commercial zoning
districts, and to remove sub note (b).5. S1, which was inadvertently left off changes made with
Ordinance 2022-01. Seconded by Commissioner Marcus Rives. The motion was approved
unanimously.
6. DISCUSSION
A. Discuss proposed amendments to Appendix A, Sign Ordinance.
Bennett said the Ordinance Subcommittee began discussing prohibiting LED lights in storefront
windows citywide instead of only in the Downtown District. She said from there, several
administrative changes were made, including creating procedures and standards for administration
of the sign ordinance. Bennett stated the proposed changes to Street Banner Signs discussed with
City Council were also incorporated. She said if the commission did not have any opposition, staff
would draft the ordinance updates and schedule for adoption.
Harbin said while the sign ordinance was being discussed, Friendswood was getting their first
micro-hospital and the owner had requested two monument signs. She explained the current code
allows one monument sign per parcel unless the development is more than 40,000 square feet.
She asked the commission if they had any interest in amending the code. Sasson commented he
did not think the hospital needed a second sign for advertising. Bounds said an illuminated wall sign
should be sufficient to locate the hospital, even in an emergency situation. Harbin told the
commission they could think about it but the timing of the conversations lined up.
7. COMMUNICATIONS
A. Receive an update from Freese and Nichols regarding the City's impact fees - Capital
Improvements Advisory Committee.
City Engineer Jil Arias introduced Freese and Nichols as the firm hired to perform the City's five-
year update for impact fees. Kendall Ryan/Freese and Nichols presented slides explaining what
impact fees are and how cities are allowed to utilize those fees. He also provided a timeline for the
tasks required for adoption.
B. Announcement of the next Planning and Zoning Commission regular meetings for (i)
Thursday, July 27, 2023 and (ii) Thursday, August 10, 2023.
C. Receive the June 2023 DRC Report, Council Liaison updates concerning action taken by
the City Council on Planning and Zoning related items, and Commissioner comments
concerning items of community interest and/or requesting future agenda items.
Council liaison Matranga provided a recap of the City Council meeting. He said they received an
update on drainage projects throughout the city, as well as a budget presentation.
Rives said the Galveston County Consolidated Drainage District has two new members. Sasson
asked if the City Attorney would provide a legislative update to the commission for items that would
impact them.
Harbin said the June DRC report was in the back up material. She also announced the annual
American Planning Association conference would be held in Corpus Christi from November 8-10th.
