A RESOLUTION AMENDING CITY OF FRIENDSWOOD, TEXAS,
RESOLUTION NO. R2006-24, PASSED AND APPROVED THE 11� DAY
OF SEPTEMBER, 2006, AND BEING A RESOLUTION ADOPTING A
DESIGN CRITERIA MANUAL FOR THE INSTALLATION OF PUBLIC
INFRASTRUCTURE WITHIN THE CITY, BY AMENDING PORTIONS
OF SUBSECTION 1.04 OF SECTION V OF THE DESIGN CRITERIA
MANUAL ADOPTED THEREBY TO PROVIDE FLOOD WATER
DETENTION REQUIREMENTS FOR CERTAIN SMALL SINGLE LOT
DEVELOPMENT; AND PROVIDING OTHER MATTERS RELATING
TO THE SUBJECT.

WHEREAS, the City Council has determined a need for the adoption of comprehensive
and concise standards covering the design, construction, and installation of public infrastructure
and related improvements within the City; and
WHEREAS, in accordance therewith, the City Council adopted the City of Friendswood
Community Development Department "Design Criteria Manual," which document contains
certain design, construction and installation standards for public infrastructure and related
improvements incident to City construction projects and subdivision and other development
within the City's jurisdiction; and
WHEREAS, the City Council now deems it appropriate to provide for the amendment of
such Design Criteria Manual to provide certain exceptions to the general flood water detention
requirements as they relate to certain small acreage single use development; now therefore
BE IT RESOLVED BY THE CITY OF COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. The facts and matters set forth in the preamble of this Resolution are
hereby found to be true and correct.
Section 2. That certain City of Friendswood Community Development Department
"Design Criteria Manual," dated August 2006, as adopted by City of Friendswood Resolution
No. R2006-24, passed and approved the 1 lth day of September, 2006, a true and correct copy of
which is kept on file in the office of the City Secretary, is hereby amended as set forth below.
Words being deleted are indicated by brackets and strike through, as follows: "[�'°'°�*°�"." Words
being added are indicated by underline, as follows: "underline."
A. The introductory paragraph of Paragraph G of Subsection 1.04 of Section V is
hereby amended as follows:
"G. Storm Water Detention
The purpose of storm water detention is to mitigate the effect of new
development on an existing drainage system. If[�-9%} 20% or less
of the entire property (new SFR lot, not subdivision) will be
affected by new impervious cover, then a new or revised drainage
plan will not be required."
B. Subparagraph 1 of Paragraph G of Subsection 1.04 of Section V is hereby
amended by adding a new Sub-subparagraph"f'to provide as follows:
"f. Notwithstanding any other provision contained herein to
the contrar� detention for construction or site development
relatin to sin�le family residential construction on lots or
tracts containing three and one-half(3.5) acres or less that
do not involve the subdivision of land, and for construction
or site development relating to multiple familv or
commercial construction on lots or tracts containing two
(2.0) acres or less that do not involve the subdivision of
land, shall be in accordance with GCCDD Form DR-001, a
copy of which is attached hereto.
C. Subparagraph 7 of Paragraph G of Subsection 1.04 of Section V is hereby
amended to provide as follows:
"7 Redevelopment and Additions
a. Additional impervious cover may be added to a single-
family residential lot (1-time allowance), provided that the
cumulative increase in impervious cover does not exceed
[�&°�e] 20% of the original impervious cover for that lot.
b. A drainage plan and detention calculations will be required
for any proposed improvements, additions, or
redevelopment in excess of the [�] 20% impervious

cover allotment.
c. All commercial and non-residential new developments,
additions, or redevelopment will require a new or revised
drainage plan for additional impervious cover.
Section 3. All other resolutions or parts of resolutions inconsistent or in conflict
herewith, are, to the extent of such inconsistency or conflict, hereby repealed.
PASSED, APPROVED, AND RESOLVED by the City Council this 16th day of
Apri1,2007.
