ORDINANCE NO.2007-05
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS,
ORDINANCE NO. 2000-01, AS AMENDED, ORIGINALLY ADOPTED
THE 17TH DAY OF DECEMBER, 2000, BEING APPENDIX B OF THE
FRIENDSWOOD CITY CODE, AND BEING AN ORDINANCE
PROVIDING RULES AND REGULATIONS GOVERNING PLATS AND
THE SUBDIVISION OF LAND, BY ADDING AND REVISING CERTAIN
DEFINITIONS IN SUBSECTION a OF SECTION I THEREOF, BY
CHANGING THE MAXIMUM LENGTH PERMITTED FOR CUL-DE-
SAC STREETS CONTAINED IN PARAGRAPH 1 OF SUBSECTION g OF
SECTION III TO 750 FEET, AND BY REVISING SUBSECTION h OF
SECTION III TO ESTABLISH A METHOD OF MEASURING BLOCK
LENGTHS AND TO ELIMINATE A MINIMUM LENGTH FOR CUL-DE-
SAC-STREETS; PROVIDING A PENALTY OF AN AMOUNT NOT TO
EXCEED $2,000 FOR EACH DAY OF VIOLATION OF ANY PROVISION
HEREOF; AND PROVIDING FOR SEVERABILITY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. City of Friendswood, Texas, Ordinance No. 2000-01, as amended,
originally adopted the 17th day of December, 2000, same being Appendix B of the Friendswood
City Code, same also being an ordinance providing rules and regulations governing plats and the
subdivision of land, is hereby amended as set forth below. Words being deleting are indicated b
brackets, as follows: "[deleted]." Words being added are indicated by underline, as followsl
"underline."
A. The following definitions are to be added and/or revised, as indicated, in
Subsection a of Section I thereof, and the remaining definitions shall be
renumbered as appropriate:

663. Block: an area of land within a subdivision entirely bound by i
streets (other than alleys) highways, natural barriers, or the
exterior boundaries of the subdivision.
4. Block-face: is one side of a city street between two consecutive
intersections.
5. Block length: The distance along a side of a street between the
nearest two streets which intersect said street on said side. �
18. Public Sidewalk: Minimum four foot concrete paved walkway
located within the public right-of- way, or easement dedicated
for public use, which provides continuous pedestrian access to
adjacent land. Sidewalks shall be continuous across driveways,
and where they meet a street intersection, crosswalks are to be
ADA accessible and clearly marked with contrasting paving
materials or painted striping.
19. Public Streets: A public right-of- way, dedicated for public use,
which provides vehicular and pedestrian access to adjacent land.

B. Paragraph 1 of Subsection g of Section II is hereby amended as follows:

1. Length. The length of Cul-de-sacs shall not be longer than 750
[600] feet. In cases where proposed subdivisions are surrounded
by existing development which precludes compliance with block
length standards, the Commission may approve the creation of cul-
de-sac streets which exceed 600 feet in length if the turnaround
complies with the current Design Criteria and the subdivider can
establish that lots fronting thereon will not, as aresult of the.length
of such street, be deprived of a level of public services which
would otherwise be afforded to lots on cul-de-sac streets of 750
[600] feet or less. In considering any such application, the
Commission shall consider measures which would assure: ..."
C. Paragraph 2 of Subsection h of Section III is hereby amended as follows:
"2. Block lengths - (measured along the block-face from intersection
to intersection between the nearest two streets, or from center
of the cul-de-sac radius to the nearest street intersection[center
of the block])
(a) Minimum block length shall be not less than 300 feet, except for
cul-de-sacs which shall have no minimum length.

(b) Maximum block length for residential, 1,200 feet.
(c) Maximum block length along a major thoroughfare, 1,600 feet!
except under special conditions and upon approval of the [city]
Commission.
Section 2. Any person who shall violate any provision of this Ordinance shall b
deemed guilty of a misdemeanor and, upon conviction, shall be fined in an amount not to exceed
$2000. Each day of violation shall constitute a separate offense.
Section 3. In the event any clause phrase,provision, sentence, or part of this Ordinance
or the application of the same to any person or circumstances shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this Ordinance as a whole or any part or provision hereof other than the part declared to

be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declared
that it would have passed each and every part of the same notwithstanding the omission of any

such part thus declared to be invalid or unconstitutional, whether there be one or more parts.
