R2007-OS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, APPROVING AND ADOPTING THE FRIENDSWOOD PUBLIC LIBRARY LONG-RANGE PLAN,2006-2010. * * * * * * * * * * WHEREAS, the City Council of the City of Friendswood, Texas, has received and reviewed the proposed Friendswood Public Library Long-Range Plan, 2006-2010; and WHEREAS, said Friendswood Public Library Long-Range Plan, 2006-2010, has been reviewed and endorsed by the Friendswood Public Library Board and the Community Services Department; and WHEREAS, the City Council recognizes the value to all citizens of the City in having a strong and accessible public library system; and WHEREAS, the City Council recognizes and appreciates the significance of the City's library system and its role in the promotion and advancement of community literacy and education; and WHEREAS, the City Council supports the continued excellence of the City's public library system, and applauds the efforts of the volunteers and library professionals that administer the operation of such system; and WHEREAS, the City Council deems it appropriate and in the best interests of the community to adopt a plan for growth and development of the City's public library system; now therefare. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. The facts and matters set forth in the preamble of this Resolution are hereby found to be true and correct. Section 2. The Friendswood Public Library Long-Range Plan, 2006-2010, a copy of which is attached hereto and for all things made a part hereof, is hereby adopted and approved as the plan for future library development in the City of Friendswood. S ith ,p4 8�yo ayor AT sT: v o � . � * Deloris McKenzie, RM City of Friendswood +rqt � Epp � • • rlen swoo u lc . � rar on - an e an _ FRIENDSWOOD PUBLIC LIBRARY LONG-RANGE PLAN 2006-2010 MISSION STATEMENT The mission of the Friendswood Public Library is to provide all persons in the community confidential access to materials that can improve their minds, and also to provide an environment in which individuals may freely pursue intellectual, educational, and recreational interests through diverse services and resources in a variety of formats. BACKGROUND The Friendswood Public Library Board of Trustees began work on their first long-range plan in the fall of 1999. With input from citizens, library staff, and city employees a plan was formulated. This plan was approved by the Library Board in September of 2001 and approved by the City Council on March 18, 2002. The final plan was designated to cover the period of time from 2001-2006. In early 2005, the Library Board and Library Director decided that it was time to revisit the plan, check on the progress toward individual goals and update those goals to cover the second half of the decade. Library staff were asked to submit their input with regard to completion of goals and objectives and suggestions for future goals and objectives for the library. In February of 2005 the Library Board and Library Director began discussions. A special meeting was called in March with the specific purpose of discussing the long-range plan. A final draft of the plan was submitted and approved at the Board's September, 2005 meeting. COMMUNITY AND LIBRARY DESCRIPTION The Friendswood Public Library was first established in 1965 as a one-room library located in the Friendswood City Hall. Since that time the library has grown to a facility of over 15,000 square feet housing a collection of over 80,000 items. The library currently has eighteen staff inembers and provides diverse materials and programs to the community of Friendswood. The Friendswood Public Library is a municipal library under the governance of the City of Friendswood. The library is also a member of the Galveston 2 County Library System and through this system receives some funding from Galveston County. The community of Friendswood was founded in 1895 by a group of Quakers. The population of Friendswood has grown exponentially since the 1960s. The current population as estimated by the City of Friendswood is 34,000. This represents an increase of 17% from the 2000 census. A mainly residential community, Friendswood retains its commitment to high quality schools and family oriented activities. According to a recent study conducted for the City of Friendswood, the build-out population of Friendswood could be as high as 57,000 persons. New housing developments are being built throughout the community. This increase in population will have tremendous impact on library services and the library facility. The Friendswood Public Library Board, Staff and Planning Committee, in developing this long-range planning document, have always considered the implications of the unique community of Friendswood and the possibility of continued increases in population and customer service demands. The Library Board and staff have also made a commitment to stay abreast of changes in technology that might have impact on library services. The implications of these changes have also been considered in updating the long-range plan. 3 Goal I. Provide Quality Programs to All Library Users. A.
