IN THE COUNCIL CHAMBERS, FRIENDSWOOD CITY HALL, LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM: Steve Rockey Councihnember Sally Branson Councilmember Trish Hanks Councilmember John Scott Councilmember Brent Erenwert Mayor Pro Tem Mike Foreman Mayor Morad Kabiri City Manager Karen Horner City Attorney Leticia Brysch City Secretary 1. CALL TO ORDER Mayor Foreman called the meeting to order with a quorum present at 5:32 P.M.; all members were present with the exception of Councilmember Griffon who was absent. INVOCATION The invocation was led by City Manager Morad Kabiri. 2. PLEDGE OF ALLEGIANCE —United States and State of Texas Mayor Foreman led the Invocation and Pledge of Allegiance for• both the United States and the State of Texas. 3. PUBLIC COMMENT Mayor Foreman stated that there were no speakers and moved onto the next item. 4. BUSINESS ITEMS A. Consider authorizing the City Manager to negotiate and enter into an agreement for broke►• and consulting services for the Cit of Friendswood employee insurance and benefits. (RFP2023-11). City Council Special Meeting Minutes May 17, 2023 Page 2 of 4 A motion was made by Councilmember Branson and seconded by Mayor Pro Tern Erenwert, to authorize the City Manager to pick a firm and enter into an Agreement for broker and consulting services for City of Friendswood employee insurance and benefits. The vote was the following: Ayes: Mayor Mike Foreman, Councilmember Trish Hanks, Councilmember Steve Rockey, Councilmember Sally Branson, Councilmember John Scott, and Mayor Pro Tern Brent Erenwert, Nays: None. Other: Councilmember Robert J. Griffon (Absent) 5. COUNCIL COMMENTS AND REPORTS A. Recognize Councilmember John Scott for his 12 years of service to the City of Friendswood City Council. Mayor and Councilmembers spoke of their experiences in serving with Councilmember Scott and provided stories and well wishes as he moved on from serving on the Council. Councilmember Scott thanked everyone and expressed his gratitude to the Council and City Staff for their hard work and continued efforts for the citizens of Friendswood. 6. ELECTION CANVASS A. Canvass the returns of the City of Friendswood General Electlon held on May 6, 2023. City Secretary Lettie Brysch handed the sealed election results to the Ciry Council for the May 6, 2023, General Election for their• review and tabulation. At 5:53 P.M., Mayor Foreman concluded the canvass of the City's May 6, 2023, General Election, B. Consider an ordinance declaring the results of the city of Friendswood General Election held on May 6, 2023. A motion was made by Councilmember Rockey and seconded by Councilmember Hanks to approve Ordinance No. 2023-14, regarding Agenda Item 7.A. The vote was the following: Ayes: Mayor Mike Foreman, Councilmember Trish Hanks, Councilmember Steve Rockey, Councilmember Sally Branson, Councilmember John Scott, and Mayor Pro Tem Brent Erenwert. Nays: None. Other: Councilmember Robe1•t J. Griffon (Absent) ORDINANCE N0.2023-14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, DECLARING THE RESULTS OF THE MUNICIPAL ELECTION HELD MAY 6, 2023, CONCERNING THE ELECTION OF COUNCILMEMBERS FOR POSITION NUMBERS TWO (2) AND FIVE (5) OF THE CITY OF FRIENDSWOOD COUNCIL; AND PROVIDING FOR THE EFFECTIVE DATE. City Council Special Meeting Minutes May 17, 2023 Page 4 of 4 7. SWEARING -IN CEREMONY A. Administer the oaths of office to Sally Harris Branson, Councilmember Position No. Two and Joe Matranga, Councilmember Position No. Five. Mayor Foreman presented the certificate of election, and Municipal Court Judge James Woltz administered the oath of office and statement of elected official for Councilmember Sally Harris Branson. Mayor Foreman presented the certificate of election, and Municipal Court Judge James Woltz administered the oath office and statement of elected official for Councilmember Joe Matranga. Mayor Foreman congratulated Councilmember Branson and Councilmember Matranga and welcomed all those present to partake of the incoming council reception after the meeting. S. ADJOURNMENT With there being. no fiu•ther business to discuss, Mayor Foreman adjourned the March 17, 2023, City Council Special Meeting at 6:00 P.M.
