Zoning Board of Adjustment
September 26, 2000
Minutes of the Regular Meeting of the Zoning Board of Adjustment of the City
of Friendswood which was held at City Hall on September 26, 2000 at 7:00 PM
with the following members present constituting a quorum:
Chairman Ron Decker
Vice Chairman Greg Hughes
Regular Member David O'Brien
Regular Member Lynda Harris
Alternate Member Tracy Goza
Alternate Member John Weintritt
Alternate Member Ron Bazzy
Alternate Member Thomas Rives
Building Official Linda Taylor
Z.B.O.A. Staff Liaison Linda Thornton
Acting Chairman David O'Brien called the meeting to order at 7:00 p.m.
Oath of Office was administered by Mayor Harold L. Whitaker to newly
appointed Regular Members, Lynda Harris and Greg Hughes.
Oath of Office was administered by Mayor Harold L. Whitaker to reappointed
Alternate Member, Thomas Rives, and newly appointed Alternate Members,
Ron Bazzy and John Weintritt.
Absent from this meeting: Gary Yokum
Lynda Harris made a motion to appoint Ron Decker as Chairman of this Board.
Seconded by David O'Brien.
Approved Unanimously
Ron Decker made a motion to appoint Greg Hughes as Vice Chairman of this
Board.
Seconded by Lynda Harris.
Approved Unanimously
Chairman Ron Decker appointed Alternate Member Tracy Goza, as a regular
voting member for this meeting.
Chairman Decker, called the hearing to order to receive public input
regarding request by Mr. Edward T. Wright, for a variance at 1211 Crawford,
3 acre tract of land out of Lot 46, Hoidale and Coffman Subdivision,
Galveston County, Texas, for Single Family Residential (SFR) Open Ditch
Subdivision, width to be 40' instead of required 120' . City of Friendswood
Code, Appendix C-Zoning, Section 7.Q.3 . Regulation Matrix.

Discussion followed with agent Tom Offenburger, explaining the request.
Steve and Barbara Robichaux at 2305 Judy, submitted a letter received by
fax on September 26, 2000 at 4:25 pm. , concerns are drainage.
Building Official Linda Taylor explained the 120 ' lot minimum width could
not be achieved.
Hearing no further input the Public Hearing was closed.
City Attorney Kim Mickelson explained the duties of the Board.
* David O'Brien made a motion to approve the request and the hardship is a
strict interpretation of the law. The (applicant) could be in compliance
with the cul-de-sac lot width and granting the request would be a
detriment to the neighbors, to them, and to the City of Friendswood for
property at 1211 Crawford.
Seconded by Greg Hughes.
Motion Failed, 3-2 Lynda Harris and Tracy Goza opposed.
* David O'Brien made a motion to approve the minutes with corrections from
the July 25, 2000 meeting.
Seconded by Tracy Goza.
Motion approved unanimously.
City Attorney Kim Mickelson, gave a presentation on and discussion of powers
and duties of the Zoning Board of Adjustment.
Motion was made and approved to adjourn at 8:00 p.m. .
