HomeMy WebLinkAboutZBOA Minutes 2000-03-28 Regular 189 Regular Meeting Zoning Board of Adjustment March 28, 2000 Minutes of the Regular Meeting of the Zoning Board of Adjustment of the City of Friendswood, which was held at City Hall on March 28, 2000 at 7:00 p.m. with the following members present constituting a quorum: - Chairman William Hal Taylor Regular Member Ron Decker Regular Member David O'Brien Regular Member Ann Talbot Alternate Member Lynda Harris Alternate Member Thomas Rives Building Official Linda Taylor Z.B.O.A. Secretary Linda Thornton Chairman Taylor called the meeting to order at 7:00 p.m. Absent from this meeting: Gary Yokum, Tracy Goza and Marsha Standridge. Chairman Taylor appointed Alternate Member: Lynda Harris as a regular voting member for this meeting. Chairman Taylor, called the hearing to order to receive public input regarding request by Gregg and Camille Slone, for a variance at#4 Falling Leaf, Lot 19, Block 1, Section 1, Falling Leaf Subdivision, Galveston County, Texas, for height of a one-story unattached accessory building (existing garage)to 26 '/2' from the required 20'. City of Friendswood Code, Appendix C-Zoning, Section 7.Q.3. a. Discussion followed with Classic Builders, Inc., President Dan Wallrath, and agent Charles (Chuck) Lobb, explaining the request. The City had issued building permits and due to and oversight on inspection, construction was allowed to continue. Hardships: reasonable use of property, costly to builder, and storage. Building Official Linda Taylor explained the city permit process. Mrs. Camille Slone, owner spoke in regard to the variance request. 190 * Ron Decker made a motion to convene into Executive Session under the Texas Government Code 551071, consultation with City Attorney. * Seconded by: David O'Brien Motion approved unanimously * David O'Brien made a motion to re-convene into open session at 8:10 pm. * Seconded by: Ann Talbot Motion approved unanimously Hearing no further input the Public Hearing was closed. * David O'Brien made a motion to grant the variance with amendments, no windows, doors or balconies facing the adjacent side property line for property located at #4 Falling Leaf. * Seconded by: Linda Harris Motion approved, 4-1, Ron Decker opposed. Chairman Taylor, called the hearing to order to receive public input regarding request by Charles Waltenbaugh, for a variance at 1902 N. Mission Circle, Lot 17, Block 2, Section 3, Mission Estates Subdivision, Galveston County, Texas, for rear setback for accessory structure (new pool) of 5.5' instead of required 10'. City of Friendswood Code, Appendix C-Zoning, Section 7.Q.3.a. Discussion followed with Charles Waltenbaugh explaining his request. Hardship: Medical/High blood pressure. Hearing no further input the Public Hearing was closed. *David O'Brien made a motion to deny the variance request at 1902 N. Mission Circle. *Seconded by: Ron Decker Motion denied unanimously. Chairman Taylor, called the hearing to order to receive public input regarding request by Tim and Gwen Bourgeois, for a variance at 1904 N. Mission Circle, Lot 18, Block 2, Section 3, Mission Estates Subdivision, Galveston County, Texas, for rear setback for accessory structure(new pool) of 6.5' instead of the required 10'. City of Friendswood Code, Appendix C-Zoning, Section 7.Q.3.a. Kevin Sherrill, agent for Mr. And Mrs. Bourgeois withdrew the request for property located at 1904 N. Mission Circle, Lot 18, Block 2, Section 3, Mission Estates Subdivision. 191 Chairman Taylor, called the hearing to order to receive public input regarding request by Standard Pacific, for a variance at 1312 Cambridge, Lot 51, Block 3, Section 3, Wilderness Trails Subdivision, Galveston County, Texas, for side setback of 9.58' instead of the required 10' for existing slab. City of Friendswood Code, Appendix C- Zoning , Section 7.Q.3, Regulation Matrix. Discussion followed with David Wadell, agent for Standard Pacific explaining the request. Standard Pacific set the forms incorrectly and was tagged with a green tag from the City. Concrete company arrived before the forms were corrected and slab was poured. Hearing no further input the Public Hearing was closed. * Ron Decker made a motion to approve the variance at 1312 Cambridge. * Seconded by Lynda Harris Motion approved unanimously. *Ron Decker made a motion to approve the minutes from the February 22, 2000 meeting. Seconded Ann Talbot. Motion approved unanimously. Motion was made and approved to adjourn at 9:05 pm. X9-7,1 ( y.‹.
