MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, OCTOBER 23, 2006, AT 8:30 AM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRI EN DSWOOD DRIVE, FRI EN DSWOOD, TEXAS, WITH TH E FOLLOWI NG PRESENT
CONSTITUTING A QUORUM:

Mayor Smith called the meeting to order.
8:30 AM—SPECIAL SESSION
Mayor Smith reviewed the process of interviewing sessions: 1�/2 hours for each candidate, take about 10
minutes each, one hour of time, leaving 30 minutes for candidates to ask questions, receive background
synopsis from consultant before each candidate, time in between each candidate to discuss the interview,
each candidate tour the City with Acting City Manager Roger Roecker, suggest they meet with City
Secretary after each interview, at the end of the day, have the City Secretary and Acting City manager
provide input that may have been learned throughout the day, can contact the candidates by phone if
additional information is needed or schedule a second interview, Council may discuss after interviews in
Executive Session and if consensus then could negotiate, after offer would be in open session, may
release names at the end of the day, Council advised to release the candidates names if open records
requests are received from the media.
8:45 AM—CLOSED EXECUTIVE SESSION
Council convened into Executive Session in Accordance with the Texas Government Code, pursuant to
Section 551.074— Personnel Matters (City Manager Interviews).
Mayor Smith stated the City has further narrowed the field of applicants for City Manager and considered
options, can take time to clarify input received today, could go back into Executive Session to consider
determining field and how to proceed or could take action now. Councilmember Hill stated he would
prefer to go back into Executive Session and make decisions, or could support recessing until tomorrow if
anyone needs additional time. Councilmember Measeles stated Executive Session tonight.
Councilmember LeCour stated he is ready to make a decision. Mayor Smith stated can go into Executive
Session and Council can direct the Mayor to make an offer and then give to the consultant to present the
offer and then could accept or make conditions. Councilmember LeCour stated reach a consensus for
offer and then have a public meeting, willing to leave open, could recess up to 24 hours if receive counter
offer, and then would have a new offer and then would have an open meeting to take action.
Councilmember Peden stated he is ready to move forward, important to have a unanimous vote for the
new City Manager.

Council reconvened into Executive Session in Accordance with the Texas Government Code, pursuant to
Section 551.074— Personnel Matters (City Manager Interviews).
7:00 PM—SPECIAL SESSION
Mayor Smith discussed the process, direction has been give to the Mayor to make an offer to one
candidate, report back to Council if there are any negotiations or if the candidate rejects the offer, if
accepted schedule an open meeting for Monday, October 30, 2006, at 7:00 pm, if declined schedule an
Executive Session to continue the process.
A motion was made and approved to recess at 7:05 PM until Tuesday, October 24, 2006 at 7:00 pm, if
necessary.
