A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, OPPOSING THE PROPOSED IMPOSITION
BY THE COMMISSIONERS COURT OF HARRIS COUNTY OF FEES
AND CHARGES TO THE CITY FOR CERTAIN SERVICES OF THE
HARRIS COUNTY MEDICAL EXAMINER.

WHEREAS, the City has received a proposed Interlocal Cooperation Agreement from
the Harris County Medical Examiner that provides for the imposition of a variety of charges for
laboratory analysis and other services by the Medical Examiner; and
WHEREAS, the services for which Harris County proposes to charge the City various
fees is not charged law enforcement agencies within the unincorporated areas of the County, nor
has there ever been charges for such services in the past; and
WHEREAS, the City Council of the City of Friendswood strongly objects to the
imposition of any such fees and charges for services already supported by t� dollars paid by the
citizens of the City on an equal basis as citizens in the unincorporated areas, and for which tax
payments the citizens of the City already receive inferior county services than other taxpayers
within the unincorporated areas; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. The facts and matters set forth in the preamble of this Resolution are
hereby found to be true and correct.
Section 2. The City Council of the City of Friendswood hereby expresses its strong
objection to the proposed imposition of fees for services of the Harris County Medical Examiner
as set forth and described in that proposed Interlocal Cooperation Agreement submitted to the
City under cover letter from Laura L. Bydalek, CPA, to Robert Wieners, Chief of Police, dated
May 18, 2006, a copy of which is attached hereto.
Section 3. The City Secretary is hereby authorized and directed to cause a certified
copy of this Resolution to be delivered to the County Judge and each member of the
Commissioners Court of Harris County.
