Approve granting easement to Reliant Energy-HL&P to allow electric service to be extended to the Surface Water Pump Station for the Second Take Point on Beamer. In order to provide electrical service to the Second Take Point off FM 2351, Reliant Energy needs an easement across city property. The easement has been prepared for Council approval. Recommendation. Approve the easement with Reliant Energy to provide electrical service to the Second Take Point. Attachments 1. Memo from Mike Hodge dated May 13, 2002 2. Easement document G. Approve Interlocal agreement with Harris-Galveston Coastal Subsidence District for a water conservation program in conjunction with FISD. The city is prepared to enter its third year of funding for the water conservation education program with FISD. This program costs $32.50 per student. The purpose is not just to provide water conservation education to fifth graders. The program includes a kit for students to take home to retrofit various plumbing fixtures with more efficient equipment. By doing this, the Harris-Galveston Coastal Subsidence District provided credits to Friendswood against any penalties that might be assessed should we exceed the allowable ground water usage. This is not likely, as the Groundwater Reduction Plan with the Subsidence District is in effect, but it does give the city some options. The District requires approval of an interlocal agreement annually to continue to participate in the program. These funds are budgeted. Recommendation. Approve an interlocal agreement with Harris-Galveston Coastal Subsidence District for the water conservation education program with FISD. Attachments 1. Memo from Roger Roecker dated May 1,2002 2.
